The NRC staff considers it appropriate for the licensee to commit to submit a revised relief request for elimination of the circumferential reactor vessel weld inspection a full year before the currently approved fluence is reached.

The proposed EPU will increase the neutron flux and the projected fluence level, and therefore, the staff anticipates that the limiting fluence for which the P-T limits are based upon will be reached before 22 EFPY. The staff requests the licensee to provide the revised EFPY value when the 3.77E17 n/cm2 neutron fluence will be reached at the 1/4 T location on the limiting baseline material with the assumption that proposed EPU is approved and implemented on schedule. If the new value invalidates the period of applicability (in EFPY) of the current TS figure, an updated TS page should be submitted which correctly expresses the period of applicability post-EPU.
