Dear Mr. Mulligan:
On October 9, 2013, the U.S. Nuclear Regulatory Commission (NRC) completed an inspection at the Grand Gulf Nuclear Station using Temporary Instruction 2515/186, Inspection of Procedures and Processes for Responding to Potential Aircraft Threats. The enclosed inspection report documents the results of the inspection, which were preliminarily discussed on March 6, 2013, with you and other members of your staff. After discussing the results with the Office of Nuclear Security and Incident Response (NSIR) and the Office of Nuclear Reactor Regulation (NRR), an exit meeting was conducted via telephone phone on October 9, 2013.
The objective of this inspection was to assess the implementation procedures and processes of the Grand Gulf Nuclear Station that are required by Title 10 of the Code of Federal Regulations (CFR) 50.54(hh)(1), which provides the requirements for responding to a potential aircraft threat. The results from this inspection, along with the results from inspections performed at other operating commercial nuclear plants in the United States, will be used to evaluate the U.S.
nuclear industrys readiness to safely respond to similar events. These results will also help the NRC to determine if additional regulatory actions are warranted.
