SUBJECT:   REISSUE - SAINT LUCIE NUCLEAR PLANT - U.S. NUCLEAR REGULATORY COMMISSION PHYSICAL SECURITY INSPECTION REPORT 05000335/2015404 AND 05000389/2015404
==Dear Mr. Workman:==
On January 15, 2015, the U.S. Nuclear Regulatory Commission (NRC) completed the onsite portion of a security baseline inspection at your St Lucie Nuclear Plant, Units 1 and 2. The NRC inspector discussed the results of this inspection with Mr. J. Jensen and other members of your staff. A final exit meeting was conducted by telephone on February 5, 2015, with you and other staff members. The inspector documented the results of this inspection in the enclosed inspection report.
 
The NRC inspector documented one self-revealing finding of very low safety-significance (Green)
in this report. This finding involved a violation of NRC requirements. The NRC is treating this violation as a non-cited violation (NCV), consistent with Section 2.3.2a of the NRC Enforcement Policy.
 
If you contest this NCV, you should provide a response within 30 days of the date of this inspection report (IR), with the basis of your denial, to the U.S. Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington DC 20555-0001; with copies to the Regional Administrator, Region II; the Director, Office of Enforcement, United States Nuclear Regulatory Commission, Washington, DC 20555-0001; and the NRC Resident Inspector at the St. Lucie Nuclear Plant.
 
In accordance with Title 10 of the Code of Federal Regulations (10 CFR) 2.390, Public inspections, exemptions, requests for withholdings, of the NRC's Rules of Practice, a copy of this letter will be available electronically for public inspection in the NRC Public Document Room, or from the Publicly Available Records (PARS) component of NRC's Agencywide Documents Access and Management System (ADAMS); accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html (the Public Electronic Reading Room).
 
However, the material enclosed herein contains Security-Related Information in accordance with 10 CFR 2.390(d)(1), and its disclosure to unauthorized individuals could present a security vulnerability. Therefore, the material in the Enclosure will not be made available electronically for public inspection in the NRC Public Document Room, or from the PARS component of NRCs ADAMS. If you choose to provide a response and Security-Related Information is necessary to provide an acceptable response, please mark your entire response Security-Related Information - Withhold from public disclosure under 10 CFR 2.390, in accordance with 10 CFR 2.390(d)(1), and follow the instructions for withholding in 10 CFR 2.390(b)(1). On March 10, 2015, the U.S. Nuclear Regulatory Commission (NRC) issued the subject Saint Lucie Nuclear Plant - NRC Physical Security Inspection Report (IR) 05000335/2015404 and 05000389/2015404, ADAMS Accession Numbers ML15069A195 and ML15079A090 (nonpublic versions). In the previous issued IR the NRC documented a self-revealing Green non-cited violation (NCV), after additional discussion between Florida Power and Light (FP&L)
and the NRC; we agree that credit for identification of the NCV can be given to the licensee in this case. Accordingly, we are reissuing the IR to accurately characterize the violation as a Licensee-Identified Violation (LIV). We request that you replace the entire report with the Enclosure to this letter.

Dear Mr. Workman:

On January 15, 2015, the U.S. Nuclear Regulatory Commission (NRC) completed the onsite portion of a security baseline inspection at your St Lucie Nuclear Plant, Units 1 and 2. The NRC inspector discussed the results of this inspection with Mr. J. Jensen and other members of your staff. A final exit meeting was conducted by telephone on February 5, 2015, with you and other staff members. The inspector documented the results of this inspection in the enclosed inspection report.

The NRC inspector documented one self-revealing finding of very low safety-significance (Green)
