UNIVERSITY OF FLORIDA TRAINING REACTOR - CLOSURE OF CONFIRMATORY ACTION LETTER NO. NRR-04-010 ON SITE-SPECIFIC COMPENSATORY MEASURES IMPLEMENTATION PLAN

Dear Dr. Jordan:

The purpose of this letter is to inform you of the closure of Confirmatory Action Letter (CAL)

No. NRR-04-010 that was issued to you on August 30, 2004 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML033250506). This CAL formalized commitments to implement site-specific compensatory measures (CMs) related to security and safeguards.

By letter, dated February 29, 2012, you submitted an application for License Amendment No. 27 for Facility Operating License No. R-56 for the University of Florida Training Reactor (UFTR)

(ADAMS Accession No. ML12061A271). The license amendment deletes License Condition 2.C.(3) that required a physical security plan be maintained and reflects the requested changes to the technical specifications to reference security procedures. On November 17, 2015, the U.S. Nuclear Regulatory Commission (NRC) issued License Amendment No. 27 to Facility Operating License No. R-56 (ADAMS Accession No. ML120960586). As part of the license amendment application review, NRC staff reviewed the UFTR security procedures, dated April 7, 2015, and found them to be in compliance with the applicable regulations contained in Title 10 of the Code of Federal Regulations (10 CFR) Part 73, Physical Protection of Plants and Materials. In addition, the NRC staff found that the site-specific CMs committed to in CAL No.

NRR-04-010 have also been incorporated into the UFTR security procedures. Therefore, the NRC considers CAL No. NRR-04-010 closed.

Under 10 CFR 2.390, Public inspections, exemptions, requests for withholding, a copy of this letter will be made available electronically for public inspection in the NRC Public Document Room located at NRC Headquarters in Rockville, MD, and from ADAMS, which is accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html.
