WOLF CREEK PLANT TECHNICAL SPECIFICATION SHUTDOWN DUE TO REACTOR COOLANT SYSTEM LEAKAGE DESCRIPTION: | |||
On September 2, 2016, at 4:08 a.m., (all times CDT) while operating at full power, control room operators calculated unidentified reactor coolant system leakage of 1.358 gallons per minute, in excess of the Technical Specification 3.4.13 limit of 1 gallon per minute. At 10:00 a.m. Wolf Creek Generating Station commenced a reactor shutdown to comply with the Technical Specification. The licensee tripped the reactor from 30 percent power at 11:58 a.m. and entered Mode 3, Hot Shutdown. | |||
The licensee entered the containment building and on September 3, 2016, at 03:45 a.m., | |||
discovered a non-pressure boundary leak from a canopy seal weld on a reactor vessel head penetration that serves one of the core exit thermocouples. The licensee plans to keep the plant shut down and commence their previously scheduled refueling outage earlier than planned. The licensee intends to repair the leak during the refueling outage. | |||
The resident inspector, assisted by an additional inspector from another resident site, responded to the site to monitor plant parameters and licensee actions. The NRC resident staff will continue to monitor licensee actions and the plant repair activities. | |||
NRC Region IV management received notification of this occurrence by a telephone call from the resident inspector at about 4:45 a.m. on September 2, 2016. | |||
