The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of Entergy Operations, Inc. (the applicant) held a public telephone conference call on March 13, 2018, to discuss and clarify the applicants response to the staffs request for additional information, RAI 3.6.2.2.2-1 contained in RAI Set 8, (Agencywide Documents Access and Management System (ADAMS) Accession No. ML18051A531). The telephone conference call was held at the request of NRC to clarify the applicants response to the staffs RAI.

SUMMARY

OF THE TELEPHONE CALL BACKGROUND During the public telephone conference call the following items were discussed:

Electric Power Research Institute (EPRI) documentation on polymeric high voltage (HV) insulators aging studies The applicant did not provide the NRC staff with all of the reference numbers for the EPRI documents referred to in the RAI response. Therefore, the staff was unable to verify the appropriateness of the statements provided in the RAI response (ADAMS Accession No. ML18051A531). The staff also stated the need to review these references that formed the bases for the applicants conclusion in the response. Due to the proprietary nature of most of the EPRI documentation, the applicant offered to place all available aging studies referenced in the original RAI response on its license renewal portal for staff to review.

Amendment(s) to the original license renewal application (LRA) to include information related to the polymeric HV insulators The staff inquired if the applicant plans to update the LRA to include the information regarding the polymeric HV insulators that was not included in the original LRA. The applicant stated that the RAI response (ADAMS Accession No. ML18051A531) is regarded as part of the LRA.

Hence the applicant did not plan to submit additional amendment(s) to update the information regarding the HV insulators.

Recent industry events regarding the polymeric HV insulators The staff inquired if the applicant had factored recent industry operating experience (e.g.,

mechanical wear, corrosion, and separation of the mechanical components of the insulators) when preparing the RAI response. The applicant stated that it had considered available operating experience when preparing the LRA. The staff also raised the question of nearby cooling tower plumes on the performance of the insulators. The applicant replied that the polymeric insulators of interest are silicone on the exterior to improve their resistance to contaminants. The polymeric insulators exhibit resistance to contamination flashover that is superior to that of porcelain insulators.

Site-specific preventive maintenance procedure(s) to monitor the performance of the polymeric HV insulators The staff expressed the need to review any site-specific preventive maintenance procedures to monitor the performance (e.g., potential build-up of deposits on the surface) of the polymeric HV insulators. The applicant agreed to post relevant site-specific maintenance procedures regarding the polymeric HV insulators on its license renewal portal for staff review.

Next Step Entergy staff will place the requested documents on its license renewal portal to facilitate staffs review of its LRA. The NRC staff will review the information posted on the portal. As a result of the staffs review of these document, further RAIs may be deemed necessary and staff may identify the need for the applicant to place additional documents on the portal and may request that the applicant submit information on the docket to facilitate the staffs preparation of its safety evaluation report.
