NRC I&E BULLETIN NO. 80-03 LOSS OF CHARC0AL FROM STANDARD TYPE II, 2 INCH, TRAY ADSORBER CELLS

Dear Mr. Grier:

The FitzPatrick Plant staff has completed its review of the subject bulletin. The results of this review is presented below.

The charcoal adsorber cells and filter housings in use at the FitzPatrick Plant are inspected by a contractor. The contractor's in-spection procedure is based on the requirements of ANSI N510.

In addition, the FitzPatrick Plant staff has verified that the adsorber cells used at the FitzPatrick Plant are not of the same type or vendor as indicated in the subject bulletin.

Nothwithstanding the use of a different type, the plant staff has determined that the adsorber cell rivet spacing is adequate to prevent separation of the screen and cell housing.

In addition, no evidence of adsorber cell or filter housing deformation has been evident during any of the inspections which have been conducted.

Attached is a tabulated summary of the adsorber cell data as requested by Item 4 of the subject bulletin.

Cell condition and inspection procedure (Both systems listed above)

Inspection of the charcoal filters utilized in the standby gas treatment and control room fresh air filter systems have not shown any evidence of degradation or sagging due to improper installation, service conditions or design inadequacies. The contractors inspection procedure includes the following:

a)

Verification of a continuous seal weld between members of the filter framing and the filter housing.

b)

Verifies structural rigidity.

c)

Verifies squareness of members, flatnass and condition of the component seating surfaces.

d)

Inspects for damage to frames.

e)

Checks for proper gasket compression.

f)

Verifies that sufficient clamping devices are available to produce 50-80% gasket compression.

s g)

Verifies individual adsorber cell clamping.

h)

Inspects condition of clamping devices.

i)

Inspects cells.for damage including burns from cutting or welding operations.
