There has been a change in the procedures for. the shipment of irradiated TRIGA fuel from.the NSCR to ANL/ West. These changes involve the responsibilities of both parties resulting from the decision to handle the movement of G.E. T-2 shipping packages as a DOE to DOE fuel transfer. This is a change to the original plan to. conduct the T-2 shipments under.USNRC regulations.
" Proposed T-2 Casks Movements The NSCR agrees to be responsible 'for the fuel. handling and loading of 3 FLIP TRIGA fuel followed control rods and 1 Standard TRIGA instrumented element into the G.E. T-2-1 shipping cask and-3 FLIP TRIGA instrumented elements into the G.E. T-2-2 shipping cask and to provide personnel and equipment for handling the T-2 casks. Health Physics support will also be 'provided by the NSCR in the proposed DOE to DOE fuel transfer involving the G.E. T-2 casks.
Responsibility for the fuel and inventcry transfer from the NSCR to ANL/ West will occur at the time the fuel is in the cask and the cask is ready for closure.
It is under-stuod that DOE representatives will be present at the NSC to verify the identification and loading'of fuel into the G.E. T-2-1 and G.E. T-2-2 inner containers and to assure that the handling of the casks and compliance with shipping regulations are proper.
It is suggested that the T-2 casks be handled immediately following the HFIR movement ".
