PREREQUISITE A.
In the event that an injury endangers life or limb, immediate iredical treatment /first aid shall always precede decontamination procedures.
III. PRECAdTIONS

A.
Complete showers should be avoided unless absolutely necessary to prevent the spread 'of contamination to other parts of an individual's body.

C.
Additional ' decontamination materials may be requisitioned from the warehouse as necessary to complete personnel decontamination.
D.

All areas of the body should be less than 1000 dpm/100 cm2 (above
-l background) using a pancake G.M./ probe on an RM-14 instrument or equivalent.
In some cases complete decontamination may not be possible below several hundred dpm. All loose contaminates will be removed before the person will be allowed to leave the decon-tamination center. The person will be closely monitored at regular intervals until fixeJ contamination is less than 1000 dpm/100 cm2 or until treatment is )rovided.

PURPOSE To provide a method which can inform the public quickly of "no emergency" should an accidental sounding of the siren system occur.

II.

PREREQUISITES A.

Verify an emergency does not exist.

B.

Confirm one or more sirens are sounding C.

Obtain the authentification code word from the key locker.

III. PRECAUTIONS A.

Speak slowly and distinctly. The communication may be taped for rebroadcast.

IV.

PROCEDURE 1.

Obtain name, telephone number and location of the caller reporting -

siren sounding.

Attempt to determine how many have sounded and if siren (s) has stopped 2.

at caller's location.

If the County Communication Center was not the original caller, contact

Inform them that the siren warn-ing system has accidently sounded but there is no emergency at Fort Cal-houn Station.

Blair Exchange Central Office Lines:

Operation is identical to standard telephone service. To make a local call, dial the seven digit number. To make a long distance call, dial the long distance access number "1" and the seven or ten digit (with area code) number.

Local PABX Telephone Lines:

To call another District telephone extension, dial the four digit extension number assigned (dialing an access code is not required).

b.

To place a local Blair exchange call, dial "9" and the seven digit telephone number.

To place a call outside the local Blair exchange, (i.e., Omaha and long distance) dial

Intra-Plant Intercom / Paging System (Gai-tronics) 1.

Paging; Remove the receiver from the cradle and push the page/ party selector button and proceed with your message.

Party Line Operation:

Position the page/ party selector button to the party position. The appropriate party line must be selected on the party channel selector switch.

You may.then proceed with your conversation. Set the receiver on the cradle when completed.

Dedicated Telephone Circuits A single line telephone instrument is provided for each line.

Signalling from the EOF to the far end is either push-to-signal or automatic ringdown depending on the type of circuit available.

Signalling from the far end to the EOF is auto-matic ringdown in all cases.

Push-to-signal operation is identified by a pushbutton on the telephone instrument labeled

" Push-To-Signal".

Automatic Ringdown Operation:

Remove the handset from the switch-hook cradle.

b.

The far end will automatically ring as indicated by the ringback signal heard in the receiver.

Press the " Push-To-Signal" button on the telephone-instrument. This w' 1 tause the far end to start ringing.

When the far end picks up the handset, you may proceed with your conversation.

Rang up handset when conversation is completed.

Both ends of the telephone circuit must hang-up before re-ring will occur.

Conferencing of Dedicated Telephone Circuits

To set up a conference call on any of the lines connected to

the."Telepatcher" conferencing equipment, proceed as follows:

Press the appropriate key telephone "line" button and, if required, momentarily press the " Push-To-Signal" button to initiate ringing.

2.

When the far end answers, inform him you are setting up a conference call.

3.

Place the call on hold by pressing the " hold" button momentarily.

4.

Contact a second party on the key telephone using this l

same procedure and place the call on hold.

5.

Continue this procedure for each line available on the "Telepatcher" that is desired to be conferenced.

6.

Depress the white Telepatcher " Conference Control Buttons" that correspond to the lines placed on hold to conference the lines together.

Radio Communication Radio equipment operators should be familiar with the general operation of the radio equipment and proper methods of calling other users, station identification, and other FCC require-ments. Detailed information is included in Security Procedure No. SCP-18.

This "CG" switch should be in the "0N" position to monitor calls only on the Fort Calhoun radio system.

The push-to-talk (PTT) switch on the side of the microphone must be depressed and held while trans-mitting a message and must be released to receive a message.

All other portable radios,in the system set to the Channel 1 or Channel 3 positions will receive your message.

d.

Radio transmissions from all other radios in the system set to the Channel 1 or Channel 3 (Channel 3 provides a limited communication range) positions-will be heard over your loudspeaker in the radio unit.

Use of unit identification is necessary for effective system operation. 'Jnit identification may consist of a functional name, a location if it is unique from j

PERSONNEL DECONTAMINATION

I.

PURPOSE The purpose of this procedure is to provide instructions for monitoring and decontamination of personnel at the Emergency Operation Facility or other designated locations consisted with the Radiation Protection Manual Proct ir HP-18.

II.

PREREQUISITE A.

In the event that an injury endangers life or limb, immediate iredical treatment /first aid shall always precede decontamination procedures.

III. PRECAdTIONS

~

A.

Complete showers should be avoided unless absolutely necessary to prevent the spread 'of contamination to other parts of an individual's body.

'd internal contamination should be reported to the Monitor Team Co dinator.

C.

Additional ' decontamination materials may be requisitioned from the warehouse as necessary to complete personnel decontamination.

D.

Do not use hot water as this may cause contamination to further enter the pores of the skin making decontamination more difficult.

E.

All areas of the body should be less than 1000 dpm/100 cm2 (above

-l background) using a pancake G.M./ probe on an RM-14 instrument or equivalent.

In some cases complete decontamination may not be possible below several hundred dpm. All loose contaminates will be removed before the person will be allowed to leave the decon-tamination center. The person will be closely monitored at regular intervals until fixeJ contamination is less than 1000 dpm/100 cm2 or until treatment is )rovided.

Personnel Monitoring 1.1 Assemble radiation instruments, check bat Nries and -

make preparations for monitoring personnel.

1.2 Monitor all personnel in the following manner, paying particular attention to hands, feet and head.

1. 2'.1 Detennine a' background reading by holding the probe at waist level, facing downward for 15 to 20 seconds. Observe the count rate on the meter face.

If the background levels are greater than 300 CPM, move the instrument to'an area of lower background.

1.2.2 Hold the probe approximately one-half inch from the skin of the person being monitored.

Move the probe at a rate of approximately two

-l inches per second.

1.2.3 Note the locations of readings greater than 1000

1.4 Bag and label all articles of anti-contamination clothing or personnel clothing removed at the monitoring site.

Personnel Decontamination 2.1 The Personnel Decontamination Team members will report to the Monitor Team Coordinator for briefing.

2.2 Set up as a personnel decontamination center and prepare

to receive contaminated personnel. The following will be set up for use in'this area:

2.2.1 Frisker (RM-14/15/19) 2.2.2 Step-off pad with an endressing area

. 2.2.3 Containers for contaminated clothing 2.2.4 Decontamination materials (soap, brushes, towels, etc.)

2 2.2.5 Clean clothing (paper coveralls and shoe covers) 2.3 Using an appropriate G.M. instrument, determine levels of contamination as personnel enter the decontamination center.

2.4 Remove, bag and label articles of contaminated clothing.

Bag personal clothing _ individually and label each bag with-the person's name, the date and time and the level of contamination.

C, 2.5 If a hand, foot or small area is contaminated, attempt to decontamirate in the following manner:

2.5.1 Wash the coiltaminated area with body temperature water and soap. Do not use_. hot water.

2.5.2 Dry the contaminated area and monitor for contamination.

Repeat washing as necessary to complete decontamination.

2.5.3.

If washing is unsuccessful, wash witn body temperature water, soap and a soft bristle brush. Do not scrub to the point that the skin is broken or is reddening.

2.5.4 Dry the contaminated area and monitor for ontamination.

2.5.5 I' still unsuccessful, wash the contaminated area with a 3% 'solutica of Sodium citrate.

rrepare the solution by adding one 5-15 jar of Sodium citrate tn a 15 callon Nr.lgene Dottle (obtained from the storw oom), then fill with water. Wash the ares with the solution and rinse with body temperature water.

2.5.6 Dry the contaminated area and monitor for conta-mination.

2.5.7 If still unsuccessful, wash the contaminated area with an approved decontamination solution and a soft bristle brush.

2.5.8 Dry the contaminated area and monitor for contamination.

2.5.9 If still unsuccessful, try to " sweat" off the contamination'with a rubber glove, plastic bag, shoe cover or other means.

2.5.10 Re-wash, dry and monitor the contaminated area for contamination.

2.5.11 Shave the hair away from the contaminated area if necessary.

Monitor the contaminated area for contamination.

2.6 ' If the whole body or a large spot is contaminated, attempt to decontaminate in the following manner:

2.6.1 Shower with body temperature water and soap. Do.

2.6.2 Dry and re-monitor "the contaminated person.

2.6.3 If unsuccessful, follow procedures IV 2.5.3 through IV 2.5.9 for further decontamination.

If only small areas of contamination remain, decontaminate these' individually if possible.

2.7 If contamination cannot be removed by any of the previously used means, notify the Monitor Team Coordinator.

2.8 Record all data according to procedures RPM-10.3, RPM-10.4 and RMP-10.5.

2.9 Keep the Monitor Team Coordinator briefed on sursonnel decontamination status.

III. PRECAUTIONS A.

When only pocket dosimeters.are issued for personnel exposure, at least e.o devices should be issued to each individual.

Automatic Ringdown Operation:

Remove the handset from the switch-hook cradle.

The far end will automatically ring as-indicated by the ringback signal heard in the receiver.

k' hen the far end lifts the handset from the switchhook

Both ends of te telephone circuit must hang-up before re-ring will occur.

Push-To-Signal Operation:

PURPOSE This instruction provides general guidelines to the Technical Support-Center personnel as to the type of support / assistance that may be re-quested during an incident classified as General.

PREREQUISITES A.

Emergency classification has been defined per EPIP-OSC-1 B.

Technical Support Center has been activated per EPIP-TSC-1 III. PRECAUTIONS None IV.
