Dear Ms. Kugler:

DISCHARGE OF SODIUM HYDROXIDE FROM PUBLIC SERVICE ELECTRIC AND GAS (PSE&G) HOPE CREEK GENERATING STATION (CASE #92-07-02-1000-51)

Per the requirements of NJAC 7:1E-5.8, PSE&G has prepared the attached report confirming a discharge of approximately 20 gallons of sodium hydroxide solution to the ground west of the Hope Creek cooling tower.

The discharge, which occurred at the above facility on July 2, 1992 occurred entirely within PSE&G property and no injuries resulted.

The " Reportable Quantity" (RQ) for sodium hydroxide under 40 CFR 302.4 is 1000 pounds.

Since the RQ was not reached, notification of the release was not reported to any agency other than the New Jersey Department of Environmental Protection and Energy (NJDEPE) and the Nuclear Regulatory Commission (NRC), as required under 10 CFR 50.72, Significant Events.

PSE&G believes that it acted in accordance with the intent of NJAC 7:1E, Subchapter 5, which requires all major facilities to notify the NJDEPE of discharges of petroleum and other potentially hazardous substances in any concentration.

As a result of this discharge, PSE&G has investigated this incident, cleaned up the affected area, and has taken measures to prevent similar discharges in the future.

Hope Creek Generating Station Sodium Hydroxide Injection Line System During a walkdown of the cooling tower basin, station chemistry personnel noticed a dripping valve with a pool of liquid and solid deposited beneath the valve.

A litmus paper test of the liquid, performed at the time of discovery, indicated a pH over 12.0 standard units.

Chemistry personnel identifying the release isolated the line and wrapped the pipe in plastic to prevent any additional discharge.

Stone and soil in the affected area was removed to a level where l

the pH of the soil was 7.9 standard units.

The excavated soil and stone was placed in a 55 gallon drum for disposal as hazardous waste.

Approximately 7.4 cubic feet of soil-and stone were collected.

The estimated cleanup cost for this spill is $800.00.

CORRECTIVE MEASURES:

A former dilution line was used to prevent pH excursions by tripping the' caustic injection pump upon loss of circulating water flow.

A faulty valve on this dilution line resulted in the discharge.

The dilution line has been tagged out of service.
