Oconee Nuclear Station, Units 1, 2 and 3 i'

Earlier, Duke Power Company (Duke) had called to say that a DC reactor trip breaker (AK-2-25) responded slowly during the monthly on-line surveillance test. The breaker tripped in 1738 milliseconds rather than under 80.

On July 29, 1985, Duke informed the staff that they believe the caus6 for the delayed trip could be a potential gineric problem and that :1t involves the undervoltage trip attachment (UVTA) of the reactor trip i

breaker. Duke is in the process of installing a new UVTA (this is the i

second) and they stated that the new devices have smaller tolerances i

between the armature and the rtounting nuts. Duke believes that with j

the new devices and the smaller tolerances, the armature would hit the mounting nuts on top of the housing.

4 The staff is pursuing:

(1) any potential generic concerns, (2) confirmation that Duke does its own benchtesting for nuclear-grade certification and (3) any similarities to a Rancho Seco event where the UVTA did not trip because the clearances between the roller-rivet and the armature were significantly greater than the specified range.

l The Oconee units continue to operate at power.

New Method of Calculating Skin Dose NRC regulations establish a quarterly skin dose limit, but no NRC guidance has been issued on the technically difficult subject of determining the skin dose from the measured radioactive contamination deposited on the skin. Battelle's Pacific Northwest Laboratory, under contract to the NRC, has developed a new, improved method of calculating skin dose due to fission and radioactive corrosion products' skin contamination.

Battelle has also recomended skin contamination levels below which further decontamination should not be required. These levels are expressed in units that can be readily measured using comercially available instrumentation. The calculational method can be implemented using a computer code (VARSKIN) that can compute the radiation dose at a specified depth in the skin for radiation sources ranging in size from a point to a disk of 100-cm diameter. A com mter diskette containing VARSKIN, which is compatible with the IBM->C is on file with R. B. Neel, Project Manager, Occupational Radiation Protection Branch, DRPES, RES.

The results of this research will be published as a NUREG/CR document, " Dose Calculation for Contamination of the Skin " in the next few ronths and will be considered for use as the basis for developing an NRC Regulation Guide on this subject.

On July 31,1985, Division of Contracts received a protest filed with the Ceneral Acccunting Office (GA0) by Engineers International Inc. (EI) l under Solicitation No. RS-NMS-85-002 for " Technical Assistance for Design Reviews of High Level Nuclear Waste Geologic Repositories." Based on a review of all proposals received under this RFP, EI had been eliminated from further consideration for contract award.

EI alleges that its proposal was not given fair and equitable consideration by the NRC.

In addition, EI requests that they be included in the competitive range and be given the opportunity to submit a revision to their proposal.

River Bend On July 25, 1985, Gulf States Utilities, the applicant for an operating license for River Bend Station Unit 1, informed the staff that "the design, construction and pre-operational testing work required for fuel load has been completed."

Millstone Nuclear Power Station Unit-1 BWR The Millstone-1 plant exceeded, about two weeks ago, the old USA BWR rectFd for the longest continuous operation at rated power level and continues on at 361 days towards a scheduled refueling outage in the fall of 1985.

Limerick On July 29, 1985 a Director's Decision was issued in response to a 2.206 Petition from R. L. Anthony / Friends of the Earth. The Petition sought to have the low power operating license revoked on the basis that certain exemptions were improperly granted, that licensed activities were being conducted in an unsafe manner on the basis of the reportable events since issuance of the low power license and certain correspondence between the staff and the licensee. The response to the Petition concluded that none of the issues warranted the action sought by the Petition.

Grand Gulf Unit 1 Shift advisors having substantive BWR operating experience were released today from their assignments on operating shifts at Grand Gulf 1.

The licensee had previously advised the NRC staff of its plan to release the advisors and the staff had approved this plan by its letter dated July 23, 1985.

A license condition required these experienced shift advisors until the plant achieved and demonstrated full power operation. This condition has now been fulfilled. The plant first achieved full power on May 12, 1985 and since then the plant has operated in the 90-100% power range for more than 20 cumulative days. Each of the operating shift crews have accumulated about 15 months of hot operating experience with more than 6 weeks above 20% power, which is substantially more than that recommended in Generic Letter 84-16.

Cleanup is in progress and the event cause is being investigated by the licensee and the Resident Inspector.

PLANT STATUS The facility remains in long term cold shutdown with the Reactor CoolantSystem(RCS)ventedtothereactorbuildingatmosphereand the reactor vessel head and plenum assembly removed from the reactor vessel.

The plenum is on its storage stand in the deep end of the fuel transfer canal. A dam has been installed between the deep and shallow ends of the fuel transfer canal. The deep end is filled with water to a depth of about 20 feet (about 5 feet above the top of the plenum).

The modified internals indexing fixture is installed on the reactor vessel flange and is flooded to elevation 327 feet 6 inches (151 feet above the top of the core region).

Calculated reactor decay heat is less than 12 kilowatts.

RCS cooling is by natural heat loss to the reactor building ambient atmosphere.

Incore thermocouple readings range from 71*F to 90 F with an average of 80*F.

Average cold leg temperature is 57 F.

The average reactor building temperature is 59 F.

The reactor building airborne activity is 2.6 E-9 uCi/cc Tritium and 3.4 E-10 uCi/cc particulate, predominantly Cesium 137.

WASTE MANAGEMENT The Submerged Demineralizer System (SDS) and EPICOR II were shutdown this period.

Total volume processed through SDS to date is 2,963,375 gallons, and the total volume processed through EPICOR II is 2,547,671 gallons.

DOSE REDUCTION / DECONTAMINATION ACTIVITIES Decontamination activities are continuing on the 281' level of the Auxiliary Building.

Aierage general area radiation dose rate is 40 mrem per hour on the 347' level of the reactor building and is 67 mrem per hour on the 305' level of the reactor building. The change in radiation levels from previous reports is the result of a change in the manner in which the average radiation level is determined. The averages are new based on occupancy time-weighting of tasks accomplished in the reactor building as opposed to the previous method of averaging survey meter readings. The new values are based on an attempt to report radiation levels representative of those to which workers are actually exposed.

ENVIRONMENTAL MONITORING EPA sample analysis results show TMI site liquid effluents to be in accordance with regulatory limits, NRC requirements, and the City of Lancaster Agreement.

TMI water samples taken by the US Environmental Protection Agency at the plant discharge to the river consisted of seven daily composite samples taken from July 13, to July 20, 1985.

Gamma scans detected no reactor related radioactivity.

The Lancaster water sample taken at the water works intake and analyzed by the US Environmental Protection Agency consists of a seven day composite sample taken from July 21 to July 28, 1985. A gamma scan detected no reactor related radioactivity.

The NRC outdoor airborne particulate sampler at the TMI Site collected a sample between July 25, and July 31, 1985. No reactor related radioactivity was detected. Analysis showed I-131 and Cs-137 concentrations to be less than the lower limits of detectability.

5.

REACTOR BUILDING ACTIVITIES Installation of the rotating work platform and service platform continued over the reactor vessel.

Equipment was staged into the reactor building and installation began on the cable management system.

Work continued in support of installation of the reactor building service platfonn jib cranes.

Loop calibration of DWCS instrumentation and final preparations for system preoperational testing continued this week.

AUXILIARY AND FUEL HANDLING BUILDING ACTIVITIES Installation of the DWCS continued.

The NRC Vendor Programs Branch performed an inspection at the Nuclear Energy Services (NES) facility in Greensboro, North Carolina, where the fuel storage canisters, fuel storage racks, and fuel canister transfer shields are being fabricated. The inspection examined construction activities and included a review of the implementation of the quality assurance program at NES. The inspection report, issued July 26, 1985, indicates that NES failed to meet certain NRC requirements related to implementation of its quality assurance program.

On July 25, 1985 NRC gave its for.4.al approval to the merger of NPI and Syncor, which operate commercial nuclear pharmacies throughout the United States.

The two companies hold more than 30 licenses issued by NRC and about 50 licenses issued by Agreement States.

The following Significant Enforcement Actions were taken during the past week:

a.

EN 85-01A, Imposition of Civil Penalty in the amount of $50,000 was issued July 29, 1985 to Florida Power Corporation (Crystal River Unit 3). The licensee responsed to the Notice of Violation and Proposed Imposition of Civil Penalty (EA 85-01) in a letter dated March 1, 1985. After consideration of the licensee's response, the staf concludes that the violations did occur and that mitigation of the proposed Civil Penalty is not appropriate. This action involved two violations where the licensee failed to fully implement and maintain in effect the provisions of the Commission approved physical security plan. These violations were the result of the licensee's failure to take adequate corrective actions when the problems were previously identified.

b.

EN 85-06A, Imposition of Civil Penalty in the amount of $21,425 was issued July 30, 1985 to Omaha Public Power District (Fort Calhoun).

The licensee responded to the Notice of Violation and Proposed Imposition of Civil Penalty (EN 85-06) in a letter dated March 15, 1985. After consideration of the licensee's response, the staff concludes that one of the violations should be withdrawn because of ambiguity in the planning documents. Because the staff feels this area to be important, the matter will be addressed as a licensing issue. This action involved multiple violations concerning the failure to maintain site security as specified in the licensee's Physical Security Plan.

In addition, two violations were identifed which concerned physical aspects of the facility which did not meet the requirements of 10 CFR Part 73.

Part 21 Notification NRC was notified on July 19, 1985 of a possible Substantial Safety Hazard in accordance with 10 CFR Part 21 by Technology for Energy Corporation (TEC). The report deals with TEC model 914-1 Valve Flow Monitor Modules (Acoustic). These modules are acoustic monitors used to indicate whether valves are open or closed. The problem is a possible " latch-up" of the module in which it fails to reset after indicating full flow through the valve.

If it " latches up," the monitor will continue to show that the valve is open after it has been closed.

Purchasers of the monitors will be notified by the vendor. Those plants mentioned in the vendor notification are:

4 Construction of the Upper Plenum Test Facility (UPTF) in Maanheim, FRG, has now been completed four years after the detailed plans were fonnu-i lated.

The MIST testing program is designed to provide thermal hydraulic data related to small-break loss-of-coolant accident (LOCA) transients to 1

Installation and brazing of the core heaters for the MIST program was successfully completed. The complete core simulator consists of 45 heater rods, with only 35 of them being required to provide the needed power for testing.

Lehigh University The purpose of the Lehigh University Post-Critical Heat Flux (CHF) Heat Transfer experiment is to provide data to assess post-CHF correlations used in nuclear reactor systems codes. A report entitled " Assessment of i

Post-Critical Heat Flux Models with Lehigh Nonequilibrium Data" is being published by the NRC (NUREG/CR-4353).

This report presents a comparison of convective film boiling model predictions to the Lehigh single tube post-CHF experimental data.

CIRRPC Subpanel Meeting on VA Use of Radioepidemiological Tables On July 25 a subpanel of the Comittee on Interagency Radiation Research and Policy Coordination (CIRRPC) met to discuss the possible use of the recently published NIH Radioepidemiological Tables by the Veteran's Administration as a guide on compensation for claimed radiogenic cancers.

The VA has received many such claims and requested advice from CIRRPC in connection with a proposed rule which outlines procedures for dealing with these claims.

Based on the information in the Tables, the subpanel l

is attempting to derive quantitative criteria for the VA which will allow them to reject clearly nonmeritorious claims.

It was determined that additional study of the uncertainties inherent in the Tables was necessary before a reply to the VA can be finalized.

New Method of Calculating Skin Dose i

NRC regulations establish a quarterly skin dose limit, but no NRC guidance has been issued on the technically difficult subject of determining the skin dose from the measured radioactive contamination deposited on the skin. Battelle's Pacific Northwest Laboratory, under contract to the NRC, has developed a new, improved method of calculating skin dose due to fission and radioactive corrosion products' skin contamination.

Battelle has also recomended skin contamination levels below which further decontamination should not be required.

These levels are expressed in units that can be readily measured using comercially available instrumentation.

The calculational method can be implemented using a computer code (VARSKIN) that can compute the radiation dose at a specified depth in the skin for radiation sources ranging in size from a point to

California's Low-Level Radioactive Waste Disposal On July 19, 1985, the Superior Court of California issued its final decision in the case of Chem-Nuclear Systems, Inc. vs. the California State Department of Health Services regarding California's selection process for a licensee designee to develop and operate a low-level radioactive waste disposal site.

This decision reaffirms the tentative decision that was reported in the weekly report for the Week Ending April 19, 1985. The main provisions of the Court decision are:

The Department of Health Services cease all activity with regard to the second round of proposals for licensee designee.

The determinations by the former director DHS, that Chem-Nuclear, US Ecology and Pacific Nuclear - Morrison Knudsen were not likely to satisfy California's requirements due to technical deficiency are set aside as void.

3.

The present Director shall determine as to whether each of the applicants named in Item 2 above is likely to file an application satisfying California's requirements.

4.

If one or any of the applicants in Item 2 above are satisfactory, the Director is to rank the applicants.

The Director is then to notify the highest ranked applicant of the selection and follow the procedures for selection.

0FFICE FOR ANALYSIS AND EVALUATION OF OPERATIONAL DATA ITEM 0F INTEREST WEEK ENDING AUGUST 2, 1985 Ernie Rossi, NRC Team Leader for the investigation of the June 9 loss of feedwater event at Davis-Besse, briefed the ACRS on Wednesday, July 31, 1985.

The briefing covered the Team's report, including the Team's activities, event description, equipment malfunctions, operator actions, human factor considera-tions, and findings and conclusions.

The Davis-Besse Team has now disbanded, and the individuals have returned to their normal duties.

OFFICE OF SMALL AND DISADVANTAGED BUSINESS UTILIZATION / CIVIL RIGHTS Item of Iterest Week Ending August 2, 1985 Small and Disadvantaged Business Utilization Program The House Subcommittee on Small Business conducted a 3-day hearing on a bill to legislatively establish size standard eligibility for small business set-aside contracts. The major thrust of the legislation would require that all size standards shall be designed to promote maximum competition and inhibit government contracts with few or limited sources. Testimony was received from industry, SBA, and the Department of Defense on July 30, 31, and August 1,1985.

Civil Rights Program At the request of the Region II Administrator, the Director, Office of Small and Disadvantaged Business Utilization and Civil Rights, and two of his senior staff participated in a 2-day work session on management /EE0 matters. The work sessions, held on July 24-25, 1985, focused on the overall Agency's Civil Rights Program and the specific objectives of EE0/ personnel initiatives of regional managenent.

The Commission, by a 4-1 vote (Commissioner Roberts disapproving),

approved issuing orders responding to requests for hearings in three materials licensing cases as follows:

Amendment of B&W license to allow operation of special nuclear material volume reduction services at its Parks Township, Pennsylvania Facility.

2.

Application of Precision Materials Corp. for new license to operate irradiator facility at Mine Hill, New Jersey.

Amendment of Sequoyah Fuels Corporation license to add facilities at its existing Sequoyah plant in Gore, Oklahoma, to allow conversion of depleted uranium hexafluoride to depleted uranium tetrafluoride.

The orders refer the hearing requests to the Licensing Board for disposition by a single Administrative Judge.

Commissioner Roberts had dissenting views which were attached to-the orders.

SECY-85-228 - Limerick Generating Station, Units 1 and 2, Immediate Effectiveness Review The Commission, by a 5-0 vote, approved an order indicating that the Commission has reviewed the comments by Limerick Ecology Action and the ASLAB partial initial decisions, LBP-84-31 and LBP-85-14 and found that there is nothing which warrants staying the effectiveness of LBP-84-31 and LBP-85-14.

The Commission, by a 5-0 vote, approved an order referring a request from Philadelphia Electric Company for an exemption from 10 CFR Part 50, Appendix E (IV) (F) (1) (which requires a full participation emergency exercise within the one year period prior to the issuance of a full-power operating license) to the Director of Nuclear-Reactor Regulation for a decision.
