By {{letter dated|date=March 28, 1996|text=letter dated March 28, 1996}}, the Houston Lighting and Power Company (HL&P) submitted a revision to the Operations Quality Assurance Program (00AP) for STP that incorporated the methodology for implementation of graded quality assurance.
By letter dated March 28, 1996, the Houston Lighting and Power Company (HL&P) submitted a revision to the Operations Quality Assurance Program (00AP) for STP that incorporated the methodology for implementation of graded quality assurance. The OQAP change was submitted in accordance with 10 CFR 50.54(a).

The Nuclear Regulatory Commission (NRC) staff's review of the OQAP thanges entailed many meetings, evaluations at the site, telephone discussions, requests for additional information, and the submittal of supplementary information, culminating in a final submittal dated August 4,1997. The extent of the staff's review of the 0QAP changes for STP and the conclusions reached are described in the enclosed Safety Evaluation which is provided for your information. The staff concluded that the revised 0QAP changes (Revision 13 comprised of changes QA-028, QA-032, and QA-033) are in conformance with the requirements of 10 CFR Part 50, Appendix B, which permits the grading of quality controls over activities affecting the quality of safety-related structurer, systems and components to an extent consistent with their importance to safety, and was therefore determined to be acceptable for implementation. As noted in Section 4.0 of the Safety Evaluation, the staff intends to monitor HL&P's implementation of the graded quality program at STP
