SUBJECT:

ALLEGATION FROM TUGCO On October 16, 1984, I was visited in th ruction resident inspector's trailer at CPSES by M in the TUGCO startup QA organi ion.

Th s individual had visited me before o'n July 7, 1984, and on August 24, 1984, and his concerns had been treated as allegations and entered into the TRT allegation tracking system and subsequently reviewed by the TRT.

On this visit, the individual stated that he was concerned about the following two areas:

e Overtones of intimidation.

e Lack of communications in QA programs at CPSES.

He elaborated on this by saying that QA concerns do not get attention of management.

The individual was asked about confidentiality and said that he would like to maintain confidentiality but if it became necessary to resolve'his concerns he would be willing to speak out.

He mentioned deficiency report 84-012 which he had written (part of TRT review) and he was not satisfied with the

evaluation.

He provided me with'the attached memos and he implied that they were related to intimidation in some way.

I told the individual that either myself or somebody else from the Region IV office would get back to him.

In the interim, I asked him to write out his concerns to assist us in our investigation.
