- in which two apparent items of noncompliance were presented. GPUNC concurs with the viela
- ions as evidenced in the Inspection Report.
The citations are repeated below followed by GPUNC's response to each of the violations.
As a result of the inspection conducted on June 15.19E3, through June 29, -
1953, and in acccrdance with 10 CFR 2 Appendix C. the following viole.:iens were identified.

Response
This proble: vas previously identified by the licensee. The air samplers were installed in Ebrch 1983 as a result of concerns expressed by the NRC !
in this area. As noted in the Inspection Report, a draft procedure for ;
operation of the recently installed pressure / temperature compensated environ-mental air samplers had been prepared by licensee personnel by the time of the inspection. The inspector reviewed the draft procedure and determined that it provided appropriate guidance to perfor: sa:ple change outs and routine operational checks of the equipment.
As of August 5, 1983, an approved controlled procedure (9420-OPS-4522.05) for operation of the air samplers has been implemented. This procedure is con-sistent in content with the draft procedure.
Licensee takes exception to the implied classification of the environmental air samplers as i=portant to safety (See response to Violation B).
Additionally, Environmental Controls personnel have been trained in the need for operational procedures to carry out Technical Specification requirements. l At?ARENT VIOLATION B. (Severity Level IV)
~ Section 6.8.1 of the Unit 1 Technical Specifications requires, in part, that critten procedures i=portant to safety be established, implemented and maintained covering the activities referenced in the Quality Assurance Program for effluent and environnental monitoring using the guidance in Regularory Guide 4.15.
Contrary to the above, a calitration program has not been established regarding the operation of the envirennental water compositing sanplers from the date of their ins:allation in 1979 through the date of this inspection.
Response
This proble= had been previously identified by GPUNC. The environmental water cc= positing saeplers were acquired under licensee initiative to eliminate hand grab sa:pling cf the environment. These samplers shculd not be construed as importan: to safe:y. Per H. R. Denton guidance cf 11/20/S1. :hese envircnnental samplers are not cf plan: features covered in the encorpassed General Design Criteria. in the class {23pgg a ,} g
>-t G?rNC. agrecs that a procedure should be promulgated to calibrate samplers used to i=plement Technical Specifications. A procedure has been draf ted (July 1953) and is currently in the review and ap;reval process. Approval and implementation of the procedure is expected in October, 1983. Calibra-tion vill be performed semiannually whereas caintenance vill be performed as needed. The initial calibration is anticipated to cc ence in Novenber 1983.
