SUMMARY

OF MARCH 16, 2021, PUBLIC MEETING WITH EXELON GENERATION COMPANY, LLC REGARDING PLANNED DIGITAL MODERNIZATION LICENSE AMENDMENT REQUEST FOR LIMERICK GENERATING STATION, UNITS 1 AND 2 (EPID L-2020-LRM-0041)

On June 12, 2020, a public meeting via webinar was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Exelon Generation Company, LLC (Exelon, the licensee). The purpose of the meeting was to discuss Exelons plan to submit a license amendment request (LAR) involving the modernization of instrumentation and control (I&C) systems at Limerick Generating Station (Limerick), Units 1 and 2. The meeting notice and agenda, dated February 25, 2021, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML21071A056. The meeting was partially closed, because some of the information discussed during the meeting was proprietary in nature. The non-proprietary presentation used during the meeting is available in ADAMS at Accession No. ML21063A119. The licensee provided an overview of the planned I&C modernization project at Limerick and an overview of the planned license amendment request. The planned project would upgrade analog I&C systems and integrate the safety related reactor protection system, nuclear steam supply shutoff system, and emergency core cooling system into a single system that will be known as plant protection system. Additionally, redundant reactivity control system would be upgraded. As part of the upgrade data display system would be installed and some technical specification surveillance would be replaced. The licensee plans to include the following in its license amendment request:

Conceptional mark-ups of final safety analysis report Regulatory commitments In the closed portion of the meeting, the licensee discussed the design principles for the planned project and its planned approach to defense-in-depth and diversity.

The NRC staff asked the licensee about what portion of the modernization effort would be completed under Section 50.59 of Title 10 of the Code of Federal Regulations. The licensee stated it would provide that information at a later date. In response to a question from the NRC staff, the Exelon representative stated that implementation phase of the project will take place between design and test phases. The NRC staff asked the licensee to discuss alignment of vendor oversight with the sites quality assurance processes and procedures and change controls governing the vendor oversight program.

Another pre-submittal meeting will be held in either June or July 2021.

No regulatory decisions were made during the meeting. Members of the public were in attendance. No comments or questions from the public were received during the meeting. No public meeting feedback forms were received.
