==Dear Mr. Cox:==

On behalf of the U.S. Nuclear Regulatory Commissions (NRC) Region I and II, and the entire Office of Nuclear Material Safety and Safeguards, please allow us to offer you our heartfelt congratulations upon your retirement from the North Carolina Radiation Protection Section. We want to personally recognize your 28 years of faithful and exceptional public service to the State of North Carolina and your countless contributions to the Organization of Agreement States (OAS) and the Conference of Radiation Control Program Directors (CRCPD). The breadth of your knowledge and experience in public safety and radiological emergency response have served the citizens of North Carolina and the entire United States exceedingly well.
With your unwavering commitment to the professional radiation protection community, serving as the first Co-Champion of the National Materials Program as a State representative on the NRC Safety Culture Advisory Committee, as well as North Carolinas State Liaison Officer and Radiation Control Program Director, the impact of your work has extended well beyond the borders of North Carolina. Notably you made invaluable contributions to the Title 10 Code of Federal Regulations Part 37 working group in its task to develop and implement guidance relating to the physical protection and security of significant quantities of radioactive materials.
The esteem of your colleagues is reflected in numerous prestigious awards including the Organization of Agreement States Hall of Fame Award. Your leadership, your poise, and your sense of humor will be missed by all of us that had the pleasure to work with you and we are certain that all of those who have worked with you at the Federal, State, and utility level share in those sentiments. For your service, all of us sincerely thank you.
Please take pride in knowing that your tireless efforts have significantly enhanced our State and Federal partnership. We are grateful for your efforts to ensure high standards of quality in radiation protection programs across the nation, and for your commitment to fostering a positive working relationship among the NRC, OAS, and CRCPD. Best wishes as you and Mary enter the next chapter in your life and your friends at the NRC wish you many years of happiness.
