Dear Mr. Beedle:

In a letter dated April 16,1998, to Chairman Jackson of the U.S. Nuclear Regulatory Commission, you provided an industry perspective on how the implementation of 10 CFR -

50.59 and 10 CFR 50.71(e) could be improved and requested an opportunity to brief the Commission in the near future on these matters. -You further indicated a concern that publication for public comment of the staff-proposed generic letter on final safety analysis

. report (FSAR) updates would preempt consideration of your recommendations on improving the focus of 10 CFR 50.59.

I am responding to your letter on behalf of the Commission. The Commission has indicated that it would be amenable to publicly meeting with NEl and other interested stakeholder to l~ discuss these matteis.
