Dear Mr. Chisum:

This letter refers to the investigation conducted by the U.S. Nuclear Regulatory Commission's Office of Investigations at the Waterford Steam Electric Station to determine if willful security-related violations of NRC requirements occurred at the Waterford Steam Electric Station.
