REGULATORY AUDIT REPORT ON THE PROBABILISTIC RISK ASSESSMENT, SEVERE ACCIDENT EVALUATION, AND RELIABILITY ASSURANCE PROGRAM OF THE APR1400 DESIGN As part of its safety review of the design certification (DC) application from Korea Hydro and Nuclear Power Co., LTD (KHNP), the U.S. Nuclear Regulatory Commission (NRC) staff audited information supporting Chapters 17.4 and 19 of the final safety analysis report submitted with the application (ADAMS Accession No. ML15006A059). The staff specifically audited information related to the probabilistic risk assessment (PRA), severe accident evaluation (SAE), and reliability assurance program (RAP). In particular, the purpose of the audit was for the NRC staff to examine and evaluate documents that support responses to the staffs requests for additional information (RAIs).
The staff held an audit entrance meeting on April 15, 2015 at U.S. NRC Headquarters. The remainder of the audit was conducted remotely through the APR1400 electronic reading room (ERR). During the course of the audit, the staff reviewed documents in the ERR and conducted teleconferences and meetings with the applicant. The staff concluded the audit with an exit meeting on July 9, 2018.
The purpose of this audit was for the staff to: (1) gain an understanding of APR1400 PRA, SAE and RAP development to reach a reasonable assurance finding, (2) review related documentation and non-docketed information to evaluate conformance with the Standard CONTACT: Hanh K. I. AUDIT ACTIVITIES AND RESULTS In the afternoon of April 15, 2015, an entrance meeting was held with the applicant at the NRC Headquarters to introduce the regulatory audit background, scope, objective, and agenda. The scope included the Level 1 and Level 2 PRA for internal events, internal flooding, internal fire, and low power and shutdown, PRA-based SMA, external events evaluation, PRA maintenance, risk insights, severe accident evaluation, and RAP list and process. Following these remarks, the applicant presented an overview of the APR1400 ERR and available documentation, the development of the APR1400 PRA, and the software, named SAREX and TREX, used to model and quantify the PRA. In addition, the applicant demonstrated the capabilities of SAREX and TREX and the cutsets generated by the PRA model. During the course of the audit, the applicant added over 320 documents on PRA, PRA-based SMA, external events risk evaluation, key sources of uncertainty/assumptions, uncertainty and sensitivity analyses, importance rankings, PRA maintenance and upgrade, SAE, and RAP to the ERR. The staff sampled a portion of the available documents to confirm the validity of the docketed material on which the
 
W. Ward                                            3 staff based its safety determinations. The staff asked 228 questions on PRA, 15 questions on SAE, and 4 questions on RAP. In a number of instances, the applicant committed to consider staff comments/findings and to revise the DCD and/or supporting documents accordingly. The staffs audit questions and the applicants responses and commitments are documented in APR1400 PRA-SAE-RAP Audit Tracking List, dated Oct 5, 2018. Because this document contains proprietary information, it is not publically available.
On July 9, 2018, an exit meeting was held with the applicant where staff conveyed to KHNP that all items documented in the tracking list were resolved. In summary, the staff gained an understanding of the approaches and processes applied by KHNP to develop the PRA, SAE, and RAP. This understanding provided significant insights to the staff that were used to support its safety evaluation. The audit provided staff with an understanding of the technical basis, assumptions, and methods used by the applicant in the APR1400 DCD Chapters 17 and 19.

REGULATORY AUDIT REPORT ON THE PROBABILISTIC RISK ASSESSMENT, SEVERE ACCIDENT EVALUATION, AND RELIABILITY ASSURANCE PROGRAM OF THE APR1400 DESIGN As part of its safety review of the design certification (DC) application from Korea Hydro and Nuclear Power Co., LTD (KHNP), the U.S. Nuclear Regulatory Commission (NRC) staff audited information supporting Chapters 17.4 and 19 of the final safety analysis report submitted with the application (ADAMS Accession No. ML15006A059). The staff specifically audited information related to the probabilistic risk assessment (PRA), severe accident evaluation (SAE), and reliability assurance program (RAP). In particular, the purpose of the audit was for the NRC staff to examine and evaluate documents that support responses to the staffs requests for additional information (RAIs).

The staff held an audit entrance meeting on April 15, 2015 at U.S. NRC Headquarters. The remainder of the audit was conducted remotely through the APR1400 electronic reading room (ERR). During the course of the audit, the staff reviewed documents in the ERR and conducted teleconferences and meetings with the applicant. The staff concluded the audit with an exit meeting on July 9, 2018.

The purpose of this audit was for the staff to: (1) gain an understanding of APR1400 PRA, SAE and RAP development to reach a reasonable assurance finding, (2) review related documentation and non-docketed information to evaluate conformance with the Standard CONTACT: Hanh K. W. Ward 2 Review Plan and technical guidance, and (3) evaluate the quality and programmatic control process/procedures used by KHNP for PRA, SAE, and RAP.

I. AUDIT ACTIVITIES AND RESULTS In the afternoon of April 15, 2015, an entrance meeting was held with the applicant at the NRC Headquarters to introduce the regulatory audit background, scope, objective, and agenda. The scope included the Level 1 and Level 2 PRA for internal events, internal flooding, internal fire, and low power and shutdown, PRA-based SMA, external events evaluation, PRA maintenance, risk insights, severe accident evaluation, and RAP list and process. Following these remarks, the applicant presented an overview of the APR1400 ERR and available documentation, the development of the APR1400 PRA, and the software, named SAREX and TREX, used to model and quantify the PRA. In addition, the applicant demonstrated the capabilities of SAREX and TREX and the cutsets generated by the PRA model. During the course of the audit, the applicant added over 320 documents on PRA, PRA-based SMA, external events risk evaluation, key sources of uncertainty/assumptions, uncertainty and sensitivity analyses, importance rankings, PRA maintenance and upgrade, SAE, and RAP to the ERR. The staff sampled a portion of the available documents to confirm the validity of the docketed material on which the

W. Ward 3 staff based its safety determinations. The staff asked 228 questions on PRA, 15 questions on SAE, and 4 questions on RAP. In a number of instances, the applicant committed to consider staff comments/findings and to revise the DCD and/or supporting documents accordingly. The staffs audit questions and the applicants responses and commitments are documented in APR1400 PRA-SAE-RAP Audit Tracking List, dated Oct 5, 2018. Because this document contains proprietary information, it is not publically available.

On July 9, 2018, an exit meeting was held with the applicant where staff conveyed to KHNP that all items documented in the tracking list were resolved. In summary, the staff gained an understanding of the approaches and processes applied by KHNP to develop the PRA, SAE, and RAP. This understanding provided significant insights to the staff that were used to support its safety evaluation. The audit provided staff with an understanding of the technical basis, assumptions, and methods used by the applicant in the APR1400 DCD Chapters 17 and 19.
