Dear Mr. Caldwell:
Enclosed is a copy of the Quad Cities Nuclear Power Station (QCNPS) Out of Sequence Drills evaluation report on September 12-1 3,2006, for the offsite radiological emergency response plans site-specific to QCNPS. The State of Iowa and Clinton and Scott Counties participated in these drills.
The Department of Homeland Security (DHS)/Chemical
& Nuclear Preparedness
& Protection Division (CNPPD) prepared the report. A copy of the final report will be provided to the state of Iowa by the DHS/CNPPD Kansas City Field Office staff.
There were no deficiencies and two Areas Requiring Corrective Action (ARCAs) identified based on the results of the exercise.
The ARCAs were corrected on the spot following additional training and re-demonstration.
The demonstration of the state and local response and preparedness plans for the Quad Cities Nuclear Power Station and its offsite response organizations, is recognized as adequate to provide continued reasonable assurance that appropriate measures can be taken to protect the health and safety of the public in the event of a radiological emergency at the site. Therefore, based on the above, the Title 44 CFR, Part 350 approval, granted on March 26, 1986, will remain in effect.
