ANNUAL ASSESSMENT LETTER FOR FERMI POWER PLANT, UNIT 2 (REPORT 05000341/2012001)
Dear Mr. Plona:
On February 1 3, 201 3 , the NRC completed its end-of-cycle performance review of the Fermi Power Plant, Unit 2. The NRC reviewed the most recent quarterly performance indicators (PIs) in addition to inspection results and enforcement actions from January 1, 2012, through December 31
, 2012. This letter informs you of the NRC's assessment of your facility during this period and its plans for future inspections at your facility.
The NRC determined the performance at Fermi Power Plant, Unit 2, during the most recent quarter was within the Regulatory Response Column of the NRC's Reactor Oversight Process (ROP) Action Matrix because the NRC identified that the Unplanned Scrams per 7000 Critical Hours performance indicator (PI) has crossed the Green-to-White threshold. The change was due to the reactor scram that occurred in the 4th quarter of 2012 and two previous scram s. Previously the NRC determined the performance at Fermi Power Plant, Unit 2, during the first three quarters of 2012 was within the Regulatory Response Column of the NRC's ROP Action Matrix because of one or more greater-than-green Security Cornerstone inputs as described in Report 05000341/2010201 sent on January 6, 2011.
Fermi Power Plant, Unit 2, transitioned to the Licensee Response Column on August 24, 2012, with the NRC's closure of the one or more greater-than-green Security Cornerstone inputs that were being held open pending the completion of a supplemental inspection and effective corrective actions by the licensee. The NRC documented the results of that supplemental inspection in NRC Inspection Report 05000341/2012406 sent on October 4, 2012.
In addition to ROP baseline inspections, the NRC plans to conduct a supplemental inspection in accordance with Inspection Procedure 95001, "Supplemental Inspection for One or Two White Inputs in a Strategic Performance Area
," to review your actions to address the White performance indicator.
Your staff has not yet notified the NRC of your readiness for it to conduct a supplemental inspection to review the actions taken to address the performance issues. The enclosed inspection plan lists the inspections scheduled through December 3 1 , 201 4. Routine inspections performed by resident inspectors are not included in the inspection plan.
