OCONEE NUCLEAR STATION, UNIT 1, RELIEF REQUEST FROM IMMEDIATE ASME CODE FLAW REPAIR OF LOW PRESSURE SERVICE WATER PIPING RELIEF REQUEST 08-ON-003 (TAC NO. MD8482)

Dear Mr. Baxter:

By letter dated April 7, 2008, you submitted Relief Request (RR) No. 08-ON-003, which proposed an alternative to the American Society of Mechanical Engineers, Boiler and Pressure Vessel Code (Code),Section XI, IWB-3132.2 requirements. In lieu of the ASME Code requirements, you proposed to accept the leaks on the downstream flange of low-pressure service water piping (LPSW) 1LPSW-21 for continued operation until the Unit 1 end-of-cycle (EOC) 24 refueling outage (RFO) using an engineering evaluation as directed by Generic Letter 90-05, "Guidance for Performing Temporary Non-Code Repair of ASME Code Class 1, 2, and 3 Piping."

You proposed the subject relief request for leaks discovered on or about January 3, 2008, on the downstream flange of 1LPSW-21, a butterfly valve in the LPSW system. You determined that performing a Code compliant repair/replacement activity at the time of the discovery of the leaks was impractical. You proposed RR 08-ON-003 to defer the Code repair/replacement until the Unit 1 EOC24 RFO.

Your letter proposing RR 08-ON-003 was dated April 7, 2008. The Oconee Nuclear Station, Unit 1 EOC24 RFO began April 12, 2008, and you performed the Code-required repair/replacement activities during this RFO. Therefore, RR 08-ON-003 is moot at this point and no further review will be performed.
