Dear Mr. Walsh:
By letter dated August 2, 2007, Entergy Operations, Inc., submitted an application requesting an amendment to Waterford Steam Electric Station, Unit 3 Technical Specifications (TS) 6.9.1.11.1, Core Operating Limits, TS 3.5.1, Safety Injection Tanks, and TS 3.6.1.5, Containment Air Temperature.
After reviewing your request, the Nuclear Regulatory Commission staff has determined that additional information outlined in the enclosure is needed to complete the review. Please provide the additional information requested within 30 days of the receipt of this letter.

REQUEST FOR ADDITIONAL INFORMATION WATERFORD STEAM ELECTRIC STATION, UNIT 3 USE OF NEXT GENERATION FUEL TAC NO. MD6299
- 1. For the proposed change to add items 15, 16, 17, 18, and 19 (five references) to core operating limit report Technical Specifications 6.9.1.11.1, please explain the connection or relationship between or among the referenced approved methodologies used. There
are, for example, three moderator temperature coefficient methods, four axial shape index methods, three linear heat rate methods, etc. The justification is needed because the application of these methodologies is planned for the coming cycle and many approved methodologies are proposed to support the same cycle-specific parameter.
- 2. Please provide the technical basis to justify that 72.8 percent is the conservative maximum allowable safety-injection tank level.
