Response to NRC Request for Supplemental Information Regarding Application to Modify Technical Specifications for Use of AREVA Advanced W17 HTP Fuel (TS-SQN-2011-07)

Letter from TVA to NRC, "Application to Modify Technical Specifications for Use of AREVA Advanced W1 7 HTP Fuel (TS-SQN-2011-07)," dated June 17, 2011 By the reference letter dated June 17, 2011, the Tennessee Valley Authority (TVA)submitted a request for amendment to the Technical Specifications (TS) for Sequoyah Nuclear Plant (SQN), Units 1 and 2. The amendment request proposed to allow use of AREVA Advanced W1 7 High Thermal Performance (HTP) Fuel at SQN, Units 1 and 2. In a telephone call between TVA and NRC representatives on July 21, 2011, the NRC requested that supplemental information be provided.
The attachments to this letter have been revised to include the supplemental information requested by the NRC. No other changes have been made to the enclosure and attachments provided in the reference letter.Attachment 1 to this letter contains information that AREVA NP considers to be proprietary in nature and subsequently, pursuant to 10 CFR 2.390, "Public inspections, exemptions, requests for withholding," paragraph (a)(4), it is requested that such information be withheld from public disclosure.
Attachment 3 to this letter provides the affidavit supporting this request. Attachment 2 to this letter contains the redacted version of the proprietary attachment with the proprietary material removed, which is suitable for public disclosure.
printed on recycled paper U.S. Nuclear Regulatory Commission Page 2 July 27, 2011 TVA has determined that the supplemental information provided by this letter does not affect the no significant hazards considerations associated with the proposed TS changes provided in the reference letter. The proposed TS changes still qualify for a categorical exclusion from environmental review pursuant to the provisions of 10 CFR 51.22(c)(9).
Additionally, in accordance with 10 CFR 50.91 (b)(1), TVA is sending a copy of this letter and the non-proprietary attachments to the Tennessee State Department of Environment and Conservation.
