The Nuclear Regulatory Commission (NRC) staff acknowledges receipt of your letter dated August 8, 2016. In the letter you summarized the March 3, 2016, meeting with the NRC and
 
provided a reply to the NRC comments (Agencywide Document Access Management System (ADAMS) Accession No. ML1511A197) on Nuclear Energy Institute (NEI) 12-04, "Guidelines for 10 CFR 72.48 Implementation," Revision 0 (ML12258A356). The NRC staff is reviewing the letter and its attachment in preparation for a full response.
 
We appreciate the noteworthy effort that NEI and the industry has expended to move this subject forward. We will continue to be open and transparent in our dialogue and interactions with NEI on the industry implementation guidance document. 
 
However, due to priorities of our current work load, we will not be able to complete our review and provide a full written response to the fundamental and key issues described in your letter by the date you requested. Based on the level of effort, other higher priority items, and available staff resources, we plan to respond by October 14, 2016.
