The analyzed drift should be treated as a normally distributed, 2 sigma value when used in instrument uncertainty or setpoint calculations.

==1.0      Purpose and Scope==

1.1   The purpose of this analysis is to establish realistic drift values and characteristics to be used by instrument uncertainty calculations for determination of setpoints and allowable values for Barksdale B2T-M12S pressure switches with tag numbers NBI-PS-51AIB/C/D.
1.2    The drift values are determined by the analysis of historical As Found / As Left data in accordance with the guidance and methods provided in Reference 2.1.3.
1.3   The results produced by this calculation are intended to be applied to NEDC92-050L when evaluating the instrument setpoint for 24 month fuel extension and As-Found and As-Left tolerances for implementation of TSTF-493 requirements.

3.0      Assumptions 3.1  This drift calculation employs those assumptions customarily used for standard statistical analyses, as directed by Reference 2.1.3, such as the assumption that a distribution is normal and the use of statistical tests to confirm this hypothesis.
3.2  For drift calculations, changes in ambient conditions during calibration are of concern, since the temperature effects, humidity effects, etc.; at the time of calibration are the only environmental effects which would affect the calibration readings. During calibration, the ambient environment should be reasonably controlled, since the calibrating technicians will need to be present for the calibration process. The devices analyzed within this calculation are assumed to have similar ambient environments during calibration conditions, such that any difference in calibration conditions will not significantly affect the calibration readings. Thus, these minor variations in room environmental conditions are judged to have an insignificant impact on performance, and would not be considered to be a reason that the instrumentation would be separated for analysis. Additionally, any residual effects due to operation at different temperatures in the individual rooms are considered negligible. Minor residual effects of temperature or minor variations in temperature during calibration are expected to be present during any calibration and would be indistinguishable from drift. Therefore temperature is not tracked during calibration of instruments.

4.2   Reference 2.3.1 provided the applicable Technical Specification sections (3.3.6.3).
4.3   Reference 2.3.1 provided the required channel calibration frequency.
4.4   Reference 2.2.1 provided the old Surveillance Procedure numbers which were then traced to the new Surveillance Procedure numbers.
4.5   Calibration Records for the subject instruments were collected for a ten year period ending 12/31/09.
6.0      Methodology 5.1   The methodology used for this analysis can be found in Reference 2.1.3, supplemented by References 2.1.1, 2.1.2, 2.1.4 and 2.1.7. An overview of the methodology is provided in Section 5.3.
5.2   The devices covered by this calculation are required to be calibrated once every 18 months by Tech Spec SR 3.3.6.3.4 (Reference 2.3.1). However, since the same Surveillance Procedures (Reference 2.3.3) are used to satisfy Tech Spec SR 3.3.6.3.3 (channel functional test- 92 day frequency), SR 3.3.6.3.4 (channel calibration - 18 month frequency) and SR 3.3.6.3.5 (logic system functional test - 18 month frequency),
As-Found / As-Left data is collected at least once every 92 days. Although necessary, this practice causes a problem in that the interval between calibrations are shorter and therefore increases the uncertainty associated with extending the maximum calibration interval to 24 months plus the 25% grace period.
Therefore, for the purpose of this calculation, determination of historical drift will be based on the As-Found / As-Left data for consecutive calibration activities that do not exceed 18 months (542 days). There will be only three (3) exceptions to this rule; 1) when an 18 month interval is interrupted by maintenance activities (i.e., setpoint change, troubleshooting, instrument change, etc.), 2) when a setpoint adjustment was made as indicated by a difference in the As-Found / As-Left data recorded on the same date, and
: 3) missing historical data. Any of these 3 occurrences will mark the end date one calibration interval and the beginning of the next.
This approach accurately models the instrument performance given that the historical data (Reference 4.5) shows that the instruments have operated within the As-Found tolerance band specified in the Surveillance Procedures (Reference 2.3.3) for much longer than 18 months. Furthermore, this approach is inherently conservative in that the analysis will include every instance of an instrument's As-Found data exceeding the tolerance specified in the Surveillance Procedures (Reference 2.3.3) with a time interval less than 18 months which will tend to increase the analyzed drift.
Finally, a study period of 10 years has been chosen as it represents more than six of the currently required 18 month calibration cycles, and five of the proposed 24 month

Also, a sufficient number of valid drift values are provided as a result of the selected study period to make a statistically valid pool. Therefore, As-Found and As-Left Data values are entered from calibrations occurring for at least the last 10 years.
5.3 Determination of the Analyzed Drift is as follows:
5.3.1     Gather and Generate Raw Drift Data: All retrievable As-Left and As-Found data is collected for each calibration performed on each device covered by this report, for the study period. Per Section 3.4.2 of Reference 2.1.3, "The goal is to collect enough data for the instrument or group of instruments to make a statistically valid pool."
In addition to gathering the As-Found and As-Left data, and computing the drift values and time intervals, this step also involves an investigation into whether all of the devices should be analyzed together, or whether they should be separated into smaller analysis groups. Finally, this step involves careful screening of the input data for errors or other situations that could disrupt the proper determination of drift.
5.3.2     Determination of Outliers and Statistical Summary: Per Section 3.6.3 of Reference 2.1.3, if outliers are detected in a drift data set, the calculation preparer is allowed to remove only one additional outlier from the data set, if the outlier is judged to be an erroneous point, which would tend to skew the representation of the distribution of data.
Due to the differences in setpoints of the pressure switches (NBI-PS-51A is 1037 psig, NBI-PS-51C is 1027 psig, and NBI-PS-51B and D are 887 psig), the drifts are calculated as a "%of Setpoint", and all further analysis is performed using drift % of Setpoint values.
A "t-Test" is performed on the data to detect any outliers, and remove up to one, if appropriate. Additionally, the basic statistical values which describe the group of drift data are derived in this step, including such parameters as Mean, Standard Deviation, Count, Median, Minimum, Maximum, etc.
5.3.3     Tests for Normality: Per Sections 3.7.2 and 3.7.3 of Reference 2.1.3, a statistical test (W or D-Prime, depending on sample size) is performed on the drift data to support the hypothesis that the data conforms to a normal distribution. If this test is unable to support that hypothesis, a Coverage Analysis is then performed to ensure that the data can be conservatively modeled by a normal distribution and to provide an adjustment to the standard deviation of the drift model, if necessary, to conservatively envelop the observed data population.

====5.3.4 Time-Dependency====
Per Sections 3.9.2 and 3.9.3 of Reference 2.1.3, Scatter Plots and a time-based Binning Analysis are developed for the data to establish the time-dependency of the drift. If enough drift data exists for significantly different time intervals, regression analysis is performed to aid in the

Based on criteria provided in Sections 3.9.2 and 3.9.3 of Reference 2.1.3, drift data is categorized as either "strongly time dependent" or "moderately time dependent" for the purpose of extrapolation.
5.3.5     Analyzed Drift Derivation and Characterization: The drift values are determined for the current calibration interval. These values are extrapolated for a 30 month calibration interval (24 months plus 25% grace period), based on the methods prescribed in Section 4.6 of Reference 2.1.3, depending on the degree of time-dependency derived for the drift data.
5.4   The mathematical computations of the statistical analysis are performed within a Microsoft Excel spreadsheet using statistical functions available within Excel including the "Analysis ToolPak". Spreadsheet results are printed out and presented in Appendix 1 to this calculation. Excel spreadsheets generally compute values to a 15 decimal resolution, which is well beyond any required rounding for engineering analyses.
However, values reported in this calculation may be displayed to lesser resolution.
Therefore, it is likely that hand computations will produce slightly different results, because of using rounded numbers in initial and intermediate steps, but the Excel computed values are considered highly accurate in comparison.
5.5    Acceptance Criteria: Since the purpose of the analysis is to generate a value and description of the characteristics of the drift of the evaluated make/model, there are no specific acceptance criteria.
6.0      Calculations 6.1    Gather and Generate Raw Error Data 6.1.1      Specifically, this analysis addresses NBI-PS-51 AIB/C/D. These switches have an identical manufacturer and model number (Barksdale B2T-M 12SS Pressure Switches), identical adjustable ranges and are used in similar applications. The setpoints during the 10 year study period were either 887, 1027 or 1037 psig.
However, a pooling test is performed as described in Section 6.1.6 to confirm proper pooling of the drift data for analysis. As described previously in Section 5.3.2, the drift data is converted to % of Setpoint to facilitate pooling of data from instruments with greater than a 5% difference in Setpoint value.
6.1.2      Pages 1 through 7 of Appendix 1 provide a listing of the historical As-Left (AL) and As-Found (AF) data from Reference 2.3.3, with any data exclusions or modifications noted. Setpoints, calibration dates and calibration notes were also obtained from Reference 2.3.3. This data is entered into an Excel spreadsheet for computation of the drift values, time intervals between calibrations and statistical analysis as described in Section 5.2 above.
6.1.3 A screening of the initial input data from Reference 2.3.3 was performed. No historical data was removed from the data set.

Number: 0 ATTACHMENT 4  DESIGN CALCULATION SHEET Nebraska Public Power District DESIGN CALCULATIONS SHEET 6.1.4     Per the methodology of Section 4.1.1.11 of Reference 2.1.3, drift is computed by subtracting the As-Left data of one calibration from the As-Found data of the next calibration, as documented in pages 8 through 18 of Appendix 1. These pages also document the time interval between calibrations (in the number of days and months) by subtracting the As-Left date of one calibration from the As-Found date of the next calibration, per Section 4.1.1.10 of Reference 2.1.3.
6.1.5     Pages 8 through 18 of Appendix 1 import the Sequence ID, the Tag No., the AF
                        / AL flags, the dates of calibration and the As-Found and As-Left data from Reference 2.3.3 and compute the interval between calibrations. Pages 8 and 9 of Appendix 1 compute the drift values and summarize the time intervals computed. As an example of the equations used, the first drift value and time interval are computed as follows. The rest of the values are computed identically.

Group 1: Barksdale B2T-M12SS Pressure Switches, NBI-PS-51A/C; Setpoints of 1037 and 1027 psig respectively Group 2: Barksdale B2T-M12SS Pressure Switches, NBI-PS-51B/D; Setpoint of 887 psig In accordance with Section 3.5.4 of Reference 2.1.3, a test is performed to determine acceptability for pooling groups 1 and 2 on page 23 of Appendix 1.
The "t Statistic" is less than the "t Critical two-tail value", indicating that combination of the groups for analysis is appropriate. The means and standard deviations are similar. Therefore, the groups of data are combined for drift analysis.
6.2 Determination of Outliers and Statistical Summary 6.2.1      The outlier analysis is recorded on pages 19 and 20 of Appendix 1. These pages display the Sequence ID, Tag ID, Drift, and Calibration Interval (in units of Days).

As shown on page 19 of Appendix 1, one outlier was detected and removed from further analysis. The Final Data Set (FDS) for this analysis is documented on pages 19 and 20 of Appendix 1 and is identical to the Initial Data Set with the one outlier removed.
6.2.2     A summary of the required statistical values for the Final Data Set, per Section 4.2 of Reference 2.1.3, is developed within the outlier analysis on page 20 of Appendix 1.
6.3 Tests for Normality 6.3.1 Since the FDS contains less than 50 samples, the W Test is performed on the data to test for normality, as shown on pages 21 through 22 of Appendix 1. Per Section 3.7.3 of Reference 2.1.3, the details of the W Test methodology are shown in Reference 2.1.7. Equations used are listed on page 21 of Appendix 1, and the results are provided on page 22. Since the calculated W statistic (0.9067) is less than the critical value for W (0.947), this test rejects the assumption of normality for this data set.
6.3.2 Since the data does not pass the W Test for normality, a Coverage Analysis is necessary. For the Coverage Analysis, a Histogram is developed on pages 24 and 25 of Appendix 1, per Sections 3.7.5 and 4.4 of Reference 2.1.3. To generate the histogram data, the drift % of Setpoint values are categorized into 12 bins, in relation to the mean and standard deviation. These bins are generated in multiples of 2Standard Deviation increments, and the bin maximum values are derived in accordance with the methods given in Section 19 (Appendix C) of Reference 2.1.4. (See column headings for specific formulas used for the Maximums.)
Expected numbers of data points within each bin are calculated, assuming that the data is a normal distribution and that the data set is exactly representative of a normal curve. The population percentages within each bin are derived from Table 18-2 of Reference 2.1.4, which describe the percentage populations within the identified bins. These percentages are then multiplied by the total data population to determine the expected number of values within each bin, for the size of the data set. The observed population within each bin is tabulated and plotted as a bar chart versus the ideal normal curve for comparison.
The Histogram on page 25 of Appendix 1 shows that the data is less peaked in the middle than a normal distribution. However, the Kurtosis value is slightly negative, which signifies a wider peak around the mean (that is, a higher probability than a normally distributed variable of values near the mean) and thinner tails. It is observed that the actual percentage population of data within +
2 standard deviations is greater than with a normal distribution. Therefore, the

6.4 Time-Dependency 6.4.1     In order to determine time-dependency of the drift data, the data is first plotted as a scatter plot on page 26 of Appendix 1, in accordance with the methodology of Section 4.5.1 of Reference 2.1.3. The trend line within this scatter plot is very flat and stays slightly below zero. Data scatter does not show an increase over time.
The trend line and the associated equation are also noted on the scatter plot.
6.4.2     The binning analysis is performedon pages 27 and 28 of Appendix 1. The drift and time interval data are divided into bins, based on the intervals between calibrations as defined in Section 3.9.3.1 of Reference 2.1.3. Statistical summaries for each bin, including count, mean, standard deviation, mean time interval and maximum observed time interval are computed. Excel functions are used to determine the statistical summary values for each bin, and are used explicitly from Sections 4.2.1, 4.2.2, 4.2.3 and 4.2.7 of Reference 2.1.3. This information is presented on page 27 of Appendix 1. Per Section 3.9.3.4 of Reference 2.1.3, after removing those bins with 5 or less data points and those with less than or equal to 10% of total population, Bins 2 through 5 remain.
Page 28 of Appendix 1 displays a plot of the means and standard deviations of the drift data versus the average time interval between calibrations for the subject bins, in accordance with Section 4.5.2 of Reference 2.1.3. It also provides all of the binning parameters and statistics that are a part of the binning analysis. The mean value of the data is a small negative value (near -0.2 % of Setpoint) for all bins. The line is quite stable, except for an outlier for bin 4, which is not indicative of time dependency of the bias portion. Also, from this plot, the standard deviation is stable near 0.6 % of Setpoint for all bins, which also is not indicative of time-dependency.
6.4.3      Per Section 3.9.4 of Reference 2.1.3, a drift regression analysis is performed within pages 29 and 30 of Appendix 1. The equations and functions used by the Excel spreadsheet are taken specifically from Section 3.9.4 of Reference 2.1.3.
The regression analysis output shows an R Squared Value (0.0006384) less than 0.09, a P Value (0.8631825) greater than 0.05 and an F Value (0.0300228) less than F Critical (3.195056). All three of these comparisons indicate no significant time dependency. Although no significant time dependency is indicated in the data, the bias portion of drift is conservatively treated as moderately time-dependent for the purpose of extrapolation.
6.4.4     Per Section 3.9.4 of Reference 2.1.3, an absolute value drift regression analysis is performed within pages 31 and 32 of Appendix 1. The drift data is converted into absolute value via the Excel ABS function for each drift data value. The equations and functions used by Excel for the Regression analysis are taken specifically from Section 3.9.4 of Reference 2.1.3. This regression analysis

Therefore, the random portion of drift is treated as moderately time-dependent for the purpose of extrapolation.
6.5    Analyzed Drift (DA) Derivation and Characterization 6.5.1     As shown on page 33 of Appendix 1, per Section 3.11 of Reference 2.1.3, the drift bias error is evaluated for significance. The degrees of freedom are computed from the data count, and the value of t is looked up in Table 4 of Reference 2.1.3. The Significant Bias Critical Value (Xcrit) is computed and compared to the Absolute Value of the Average of the Final Data Set. The bias value for this drift data set is determined to be significant, since the Absolute Value of the Average is less than the xcrit value. The mean of the Final Data Set (FDS) is used with the average observed time interval from Bin 5 as the starting point. Note that the mean for the FDS is conservatively used, since it is larger than the mean for the data within Bin 5. The Analyzed Drift Bias term DAbias is extrapolated to a maximum calibration interval of 30 months per the equation within Section 4.6 of Reference 2.1.3. Therefore, the Analyzed Drift Bias term (DAbias(extrap)) is calculated to be -0.401% of Setpoint.
6.5.2     Per Section 4.6.6 of Reference 2.1.3, the random portion of the Analyzed Drift is determined from multiplying the standard deviation of the data within Bin 5 by the Tolerance Interval Factor (TIF) and Normality Adjustment Factor (NAF), and extrapolating as required to a calibration interval of 30 months. Note that the standard deviation of the FDS data is conservatively used, since it is larger than the standard deviation for longest interval valid time bin (bin 5). The random portion of drift has been determined to be moderately time-dependent for the purpose of extrapolation. The standard deviation of the FDS data is used with the average observed time interval from Bin 5 on page 27 of Appendix 1 as the starting point. The TIF is obtained from Table 1 of Reference 2.1.3 as 2.408 for a 95/95 significance. The computation of this value is shown on page 33 of Appendix 1 to result in a DArandom(etrap) term of +/- 1.926% of Setpoint.
7.0      Summary of Results and Conclusions The bounding Analyzed Drift (DA) for NBI-PS-51A/B/C/D has been determined to be +/-1.926 %
of Setpoint for 30 months (24 months + 25%) with a bias term of -0.401% of Setpoint. The Analyzed Drift should be treated as a normally distributed, 2a value for uncertainty analysis.

: 1. Order the drift data in ascending order.
: 2. Obtain mean, standard deviation, sample size, and kurtosis.
: 3. Establishing bins in 1/2 sigma increments from the mean to 2.5 sigma in both directions, derive the upper bin limits, in units of drift, based on the values of the mean and standard deviation.
: 4. Obtain expected frequency for a normal distribution in each bin.
: 5. Manually compute the number of observed drift data points within each bin, and list under observed frequency.
: 6. Plot the Expected Frequency and the Observed Frequency Data on the Histogram for comparison to each other.
