See Page 3 On March 12, 2012, the Nuclear Regulatory Commission (NRC) issued a request for information (Reference 
: 1) pursuant to 10 CFR 50.54(f) that required licensees to provide information to support the evaluation of NRC staff recommendations for the Near-Term Task Force (NTTF)review of the accident at the Fukushima Dai-ichi nuclear facility.
Recommendation 2.1: Flooding of the letter included a request for licensees under 10 CFR Part 50 to reevaluate the flood hazards at their sites against present-day regulatory guidance and methodologies being used for Early Site Permit (ESP) and Combined License reviews. The requested flood hazard reevaluation report (FHRR) for Fort Calhoun Station (FCS), Unit 1 is provided in Enclosure 1.Enclosure 1 contains security-related information and OPPD requests that it be withheld from public disclosure in accordance with 10 CFR 2.390. Enclosure 2 is a redacted version of the FHRR and is suitable for public disclosure.

On May 11, 2012, the NRC issued a prioritization plan (Reference 
: 2) that established an external flooding hazard reevaluation schedule for each licensee.
The NRC's prioritization plan initially placed FCS in Category 2, establishing a flood hazard reevaluation due date of March 12, 2014.However, as described in OPPD's letter dated February 26, 2014 (Reference 3), a System Dam Failure Analysis at the time still in development by the U. S. Army Corps of Engineers (USACE)was necessary for OPPD to complete the FCS FHRR. Thus, OPPD requested 10 months from WITHHOLD FROM PUBLIC DISCLOSURE UNDER 10 CFR 2.390. .P(4 ENCLOSURE 1 CONTAINS SECURITY-RELATED INFORMATION.

receipt of the USACE data to incorporate its results and finalize the FHRR. By letter dated July 17, 2014 (Reference 4), the NRC revised the original due date and required OPPD to submit the FHRR by February 4, 2015.Enclosure 1, Table 3.14-1 contains a comparison of current licensing basis (CLB) flood hazards and reevaluated flood hazards at FCS. The reevaluated flood hazards are not bounded by the CLB for the following considerations:
* Flooding in streams and rivers when combined with the effects of wind setup and wave runup result in maximum flood water level values that are higher than the CLB flood elevation reported in the USAR.* Flooding due to dam breaches and failures result in maximum flood water level values that are higher than the CLB flood elevation reported in the USAR.Section 4.3 of Enclosures 1 and 2 discusses the interim evaluation and actions taken or planned to address the reevaluated flood hazards at FCS.In accordance with the guidance provided in Reference 5, an integrated assessment is required if flood levels determined during the flood hazard reevaluation are not bounded by the CLB flood levels. Reference 1 requires that the integrated assessment be completed and a report submitted within two years of submitting the FHRR. Therefore, OPPD will submit an Integrated Assessment Report for FCS within two years of the date of this letter (AR 51963-12);
