RENEWED FACILITY OPERATING LICENSE NPF-30 APPLICATION TO REVISE TECHNICAL SPECIFICATIONS TO ADOPT TSTF-569, Rev. 2, REVISE RESPONSE TIME TESTING DEFINITION (LDCN 24-0008)
Pursuant to 10 CFR 50.90, Application for amendment of license or construction permit, Ameren Missouri (Union Electric Company) herewith transmits an application for amendment to Facility Operating License Number NPF-30 for the Callaway Plant. Ameren Missouri requests adoption of TSTF-569, Rev. 2, Revise Response Time Testing Definition, which is an approved change to the Standard Technical Specifications for Westinghouse pressurized water reactor nuclear power plants.
The changes proposed per TSTF-569 (Rev. 2) are related to the purpose and past use of several related topical reports, including WCAP-13632-P-A, Revision 2, Elimination of Pressure Sensor Response Time Testing Requirements, and WCAP-l4036-P-A, Elimination ofPeriodic Protection Channel Response Time Tests,2 as applicable to the Callaway Plant. Together, these topical reports justified eliminating response time testing for applicable instrument loops/channels, for all applicable devices/components in the loops/channels, within the Reactor Trip System (RTS) and Engineered Safety Features Actuation System (ESFAS). They provided detailed information that forms the basis for the methodology contained in Attachment 1 to TSTF-569, Rev. 2, which provides a means for allowing use of bounding response times (in lieu ofbeing measured) for newer/redesigned components in the applicable instrument loops/channels. ULNRC-06880 June 6, 2024 Page 2 of 5 with newer components that are beyond the scope of components specifically identified in the previous topical reports.
The Enclosure to this letter provides a description and assessment of the proposed changes. to the Enclosure provides the existing Technical Specification (TS) pages marked up to show the proposed changes. Attachment 2 provides revised (clean) TS pages. Attachment 3 provides proposed changes to the Technical Specification Bases and is provided for information only. Final TS Bases changes will be processed under the program for updates per IS 5.5. 14, Technical Specifications (TS) Bases Control Program, at the time this amendment is implemented.
This letter contains no regulatory commitments.
It has been determined that this amendment application does not involve a significant hazard consideration as determined per 10 CFR 50.92, Issuance of amendment. Pursuant to 10 CFR 51.22, Criterion categorical exclusion or otherwise not requiring environmental review, Section (5), no environmental impact statement or environmental assessment need be prepared in connection with the issuance of this amendment.
The Callaway Onsite Review Committee has reviewed and approved the proposed changes and has approved the submittal of this amendment application.
Ameren Missouri requests review and approval of this license amendment request within six months of acceptance. Ameren Missouri further requests that the license amendment be made effective upon NRC issuance, to be implemented within 90 days from the date of issuance.
In accordance with 10 CFR 50.91, Notice for public comment; State consultation, Section (b)(l), a copy of this amendment application is being provided to the designated Missouri State official.
