Office of Nuclear Reactor Regulation Items of Interest Week Ending May 2, 2025 Duke Energy Progress, LLC Submitted the H.B. Robinson Steam Station (Robinson), Unit 2 Subsequent License Renewal Application By letter dated April 1, 2025, Duke Energy Progress, LLC submitted the H.B. Robinson Steam Station (Robinson), Unit 2 subsequent license renewal application, requesting the extension of the operating license for an additional 20 years beyond the current 60-year term (Agencywide Documents Access and Management System (ADAMS) Accession No. ML25091A290). On April 28, 2025, the U.S. Nuclear Regulatory Commission (NRC) staff completed the acceptance review, meeting the 30-day acceptance review metric (ML25106A069). The NRC staff determined that the application is acceptable for review and estimated that the review will be completed in 18 months and within 12,800 hours0.00926 days <br />0.222 hours <br />0.00132 weeks <br />3.044e-4 months <br />. Robinson Unit 2 is a pressurized water reactor with a current operating license that expires on July 31, 2030.
Crane Restart Panel, Along with NRC Staff Traveled to Three Mile Island Unit 1 (TMI-1)/Crane for a Tour of the Plant.
On May 1, 2025, the Crane Restart Panel, along with staff from Region I, the Office of Nuclear Reactor Regulation, the Office of Nuclear Security and Incident Response, and the Office of Nuclear Material Safety and Safeguards traveled to TMI-1/Crane for a tour of the plant.
Following the tour, the licensee provided an update on the plant status and activities occurring at the site.

On May 2, 2025, the U.S. Nuclear Regulatory Commission (NRC) published a notice in the Federal Register (90 FR 18769) confirming the effective date of June 3, 2025, for the direct final rule that amended the NAC International, Inc., MAGNASTOR Storage System listing within the List of approved spent fuel storage casks to include Amendment No. 15 to Certificate of Compliance No. 1031. The effective date of June 3, 2025, for the direct final rule published March 20, 2025 (90 FR 13047), is confirmed.
Policy Statement on the Treatment of Environmental Justice Matters in NRC Regulatory and Licensing Actions; Environmental Justice Strategy; Policy Statement; Withdrawal; 10 CFR Part 51 On April 30, 2025, the NRC published a notice in the Federal Register (90 FR 17887) withdrawing its Policy Statement on the Treatment of Environmental Justice Matters in NRC Regulatory and Licensing Actions (Environmental Justice Policy Statement) and its Environmental Justice Strategy. The NRC is withdrawing these documents to reflect a recent executive order (90 FR 8339) on Environmental Justice. Effective April 30, 2025, the NRC withdraws the Environmental Justice Policy Statement published at 69 FR 52040 on August 24, 2004, and Environmental Justice Strategy.

On April 30, 2025, the NRC published a notice in the Federal Register (90 FR 17888) confirming the effective date of May 27, 2025, for the direct final rule that amended the Holtec International HI-STORM 100 Cask System listing within the List of approved spent fuel storage casks to include Renewed Amendment No. 19 to Certificate of Compliance No. 1014. The effective date of May 27, 2025, for the direct final rule published March 13, 2025 (90 FR 11891), is confirmed.
NMSS Staff Observe Archeological Testing at Proposed Kemmerer Site and Meet with Tribes.
On April 28 and 29, 2025, to support development of the staffs TerraPower licensing environmental review document, the staff met with consulting Tribes and attended archaeological testing at the proposed TerraPower Kemmerer Unit 1 site in Kemmerer, WY.
Tribal Historic Preservation Office representatives from the Northern Arapaho, Comanche Nation, and Northern Cheyenne tribes participated in person and toured historic sites. Tribes indicated their satisfaction with the National Historic Preservation Act (NHPA) Section 106 consultation with the NRC so far and their interest in continued engagement on work at the site.
TerraPower will provide the results of their testing to the NRC and the NRC will consult on the results with Tribes and the WY State Historic Preservation Office. NHPA Section 106 consultation activities will inform the staffs next steps in the evaluation of impacts to historic and cultural resources at the proposed Kemmerer site.

NRC Staff Held Public Meeting on Small Modular Reactor License Application for Palisades On April 28, 2025, Office of Nuclear Material Safety and Safeguards staff (supported by staff from the Office of Nuclear Reactor Regulation) led a virtual public meeting to discuss Holtecs update to site characterization work conducted at Palisades for development of the SMR-300 application. Topics included the status of surveys addressing cultural and ecological resources, hydrology, meteorology, noise, and transient populations. This pre-application meeting also provided the public (e.g., local residents and Non-Governmental Organizations) with an opportunity to comment and ask questions. Feedback covered clarification of survey methods, bases for redacting information, and existing groundwater plumes. Participants also provided comments on engaging local residents and affected tribes, proximity to state parks, alternative energy technologies, and coordination with other NRC licensing actions at Palisades.
