Office of Nuclear Reactor Regulation Items of Interest Week Ending March 15, 2024 U.S. Nuclear Regulatory Commission (NRC) Staff Accepted a Subsequent License Renewal Application from Tennessee Valley Authority (TVA) for Browns Ferry Nuclear Plant (BFN), Units 1, 2, and 3 On March 15, 2024, the staff accepted a subsequent license renewal application (SLRA) from TVA, requesting an additional 20 years for the already-renewed operating licenses of BFN Units 1, 2, and 3 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML24019A009). If approved for subsequent license renewal, BFN Units 1, 2, and 3 will be extended to December 20, 2053, June 28, 2054, and July 2, 2056, respectively. The review schedule is 22 months. BFN is the tenth SLRA accepted for review.
NRC Staff Held a Public Workshop on the Instrumentation and Controls (I&C) Licensing Framework for Advanced Reactors On March 14, 2024, the staff continued its public workshops on the I&C Licensing Framework for Advanced Reactors in a hybrid meeting with representatives from industry, the national laboratories, and others. The workshop had 21 in-person participants and 90 virtual participants and is part of the agencys efforts to streamline reviews of future license applications and to ensure common understanding between NRC staff and prospective applicants. This workshop continued discussions related to specific industry questions regarding the Licensing Modernization Project (LMP) implementation for the design of I&C systems. As an outcome from this meeting, a future tabletop session was proposed to examine realistic I&C system scenarios implementing the LMP methodology. The staff will continue to offer additional workshops on the advanced reactor I&C framework, as requested.
NRC Staff Conducted a Public Meeting with the Chairpersons of the Pressurized Water Reactor Owners Group Executive Committee to Discuss the Regulatory Outlook for Calendar Year 2024 On March 11, 2024, Office of Nuclear Reactor Regulation (NRR) conducted a public meeting with the Chairpersons of the Pressurized Water Reactor Owners Group (PWROG) Executive Committee to discuss the regulatory outlook for Calendar Year 2024. This annual meeting provided the opportunity to engage in dialogue on recent successes, awareness items, and future initiatives. NRC staff and the PWROG Executive Team highlighted recent successes of topical report reviews, Technical Specification Task Force traveler reviews, and discussed lessons learned from current rulemakings. The meeting reinforced the importance of early interactions during the preapplication phase. The NRC took the opportunity to seek input on industrys plans for future power uprates and informed industry of staffs plans for streamlining power uprates review processes and infrastructure. The NRC also encouraged continued engagement on 24-month refueling cycles and future power uprate submittals.
NRC Staff Conducted a Public Workshop on the Update to Regulatory Guide 1.183, Revision 1, Alternative Radiological Source Terms for Evaluating Design Basis Accidents at Nuclear Power Reactors On March 8, 2024, NRR staff held the third of the three planned public workshops on the update MARCH 21, 2024 ENCLOSURE C
to Regulatory Guide (RG) 1.183, Revision 1, Alternative Radiological Source Terms for Evaluating Design Basis Accidents at Nuclear Power Reactors. The staff presented topics including a generalized framework for developing a graded, risk-informed method for the control room design criteria and non-loss of coolant accident gap release fractions. The industry made several presentations including highlighting a list of RG related items and their priorities to be considered by the staff. The staff was successful in discussing and obtaining feedback on its efforts for the RG update, which will support the Increased Enrichment Rulemaking. Attendees expressed their appreciation of the open and transparent dialogue with the NRC staff throughout the three workshops.
