A. INTRODUCTION
The Commission's regulation,
"Packaging of Radioactive Material for Transport and Transportation of Radioactive Material Under Certain Conditions," applies to licensees of the Commission who transport licensed material or who deliver licensed material to a carrier for transport. In their transport or delivery of packages, licensees may be required by a provision of §71.5, 10 CFR Part 71, to conform to certain standards and requirements of the Department of Transportation (DOT). This regulatory guide describes a method acceptable to the Regulatory staff for licensees of the Commission to comply with that provision in
§71.5 with respect to determining an applicable packag ing design, package content limitation, and label which must be applied to the package.
B. DISCUSSION
American National Standards Institute (ANSI) Sub committee N14.10 has prepared a standard (ANSI
June1974 IDE
N14.10.1)1 to aid in determining which of the packaging and labeling regulations of the Department of Transpor tation apply in a given case and what must be done to comply with those regulations. This document was approved by ANSI on September 14, 1973.
C. REGULATORY POSITION
The guidance contained in ANSI N14.10.1. "Admin istrative Guide for Packaging and Transporting Radio active Materials," dated September 14,1973, constitutes a generally acceptable procedure for assessing the pack aging and labeling requirements for the transportation of any specific isotope and quantity of radioactive material.
Preliminary work is underway on amendments to DOT regulations. If adopted, they may render the ANSI
standard incomplete or inapplicable.
