27780 Blue Star Highway, Covert, MI 49043 1 Holtec Palisades, LLC (Holtec Palisades) is the licensed owner of PNP. Holtec Decommissioning International, LLC (HDI) is the licensed operator of PNP while the facility is in decommissioning.
Pursuant to the license transfer application submitted in connection with the PNP restart (Reference 1),
licensed authority will transfer from HDI to Palisades Energy, LLC (Palisades Energy) upon NRCs approval of the transition from decommissioning back to power operations. Holtec Palisades will remain the licensed owner of PNP.

Notice of Intent to Pursue Subsequent License Renewal In response to Regulatory Issue Summary (RIS) 2009-06, Revision 1, Importance of Giving the NRC Advance Notice of Intent to Pursue License Renewal, (Reference 2), Holtec1, on behalf of itself and Holtec Palisades, LLC (Holtec Palisades), is providing this notice of intent to pursue subsequent license renewal as governed by Title 10 of the Code of Federal Regulations, Part 54, (10 CFR 54), Requirements for Renewal of Operating Licenses for Nuclear Power Plants. Holtec plans to submit an application for a second renewed operating license for the Palisades Nuclear Plant (PNP) during the first quarter of 2028 and no later than March 24, 2028. The first license renewal period for PNP expires on March 24, 2031.
Holtec acknowledges that license condition 2.K, shall expire at midnight March 24, 2031 is contingent upon U.S. Nuclear Regulatory Commission (NRC) approval of License Amendment Request dated December 14, 2023 (Reference 3) to support resumption of power operations at PNP. Holtec acknowledges that a previous notice of intent to pursue subsequent license renewal was provided to the NRC dated April 18, 2024 (Reference 4).
This letter contains no new or revised regulatory commitments.
