Letter, R. V. Guzman (NRC) to B. T. McKinney (PPL), Susquehanna Steam Electric Station, Units I and 2-Issuance of Amendment Regarding the 13-Percent Extended Power Uprate (TAC Nos. MD3309 and MD33/0)," dated January 30, 2008.
This submittal provides the results of the steam dryer visual inspections conducted during the Susquehanna SES (SSES) Unit 2 16 1h Refueling and Inspection Outage (RIO). The results are contained in Enclosure 1 and meet the intent of SSES Unit 2 License Condition 2.C.(20)(f) from the above reference.
Additionally, SSES Unit 2 License Condition 2.C.(20)(e) requires that visual inspections be conducted of all accessible, susceptible locations of the steam dryer during the first two scheduled refueling outages after reaching full CPPU (Constant Pressure Power Uprate) conditions. This report is for the first of the two outages after reaching full CPPU conditions. The last inspection in accordance with this License Condition will be performed in the SSES Unit 2 refueling and inspection outage in 2015.

Susquehanna Unit 2 Steam Dryer Inspection Results
Purpose:
To report the results of the Unit 2 16RIO Steam Dryer visual inspections to satisfy Unit 2 License Condition 2.C. (20) (f).
Executive Summary: The Unit 2 Steam Dryer was inspected in accordance with the requirements of BWRVIP-139 and the manufacturer, General Electric, recommendations.
Three hundred sixty four (364) visual examinations were performed on welds and components. Newly discovered non-conforming conditions were identified as follows:
Minor IGSCC on DRYER WELD DC-C-2. Reference CR 1693833. Indication has been dispositioned as use-as-is.
Swirl patterns, discoloration and surface roughness areas discovered on Dryer Hood A and Dryer Hood F. Reference CR 1697522 and 1699122. Indications have been dispositioned as use-as-is.
Minor IGSCC in the heat affected zone of components Dryer Lug LL-C 220 Deg Lower Bracket and Dryer Lug LL-D 320 Deg Middle bracket. Reference CR 1692786. Indications have been dispositioned as use-as-is.
Minor IGSCC indications on the Dryer ID component Skirt Panel 0 Deg Left Side.
Reference CR 1697229. Indications have been dispositioned as use-as-is.
Dryer Skirt gouges and anomalies found at different azimuths. Reference CR 1697237, 1697451 and 1700339. Indications have been dispositioned as use-as-Is.
Fatigue cracks in components Dryer 140-Deg Lifting Lug to Eye Fillet Welds and Dryer 320-Deg Lifting Lug to Eye Fillet Welds. Reference CR 1693833 and 1692786. Indications have been dispositioned as use-as-is.
Previously identified indications that showed growth or other changes during Unit 2 16RIO were the following:
Dryer Lug LL-B 140 Deg Lower Bracket component indication removed by flapping in 2011 was re-discovered in 2013. Reference CR 1692786. Indication has been dispositioned as use-as-is.
Dryer Skirt Weld 135 Deg multiple IGSCC indications identified in 2011 showed additional growth. Reference CR 1692786. Indications were dispositioned as use-as-Is.
All locations listed above are scheduled for re-inspection during the Unit 2 17RIO in 2015 to determine if changes have occurred.

Susquehanna Unit 2 Steam Dryer Inspection Results The following areas were previously identified in 2011 (PLA-6751) as containing defects. There has been no change in condition identified in 2013 inspection.
Dryer Skirt 4 Degree Seismic Ring Drill Hole Repair ID and OD.
Dryer Skirt non-service induced gouges and anomalies.
No other non-conformities were identified during the inspection process.
The entire inspections scope will be repeated during the Unit 2 17RIO in 2015 to meet the requirements of License Condition 2.C. (20) (e). A sampling program will be utilized for dryer visual inspection in subsequent RIOs.
Inspection Methods Used:
The VT -1 visual examination is utilized to visually determine the condition of a part, component or surface and to reveal such conditions as cracks, wear, corrosion, erosion and/or physical damage to such parts, especially welded joints.
The VT -3 visual examination is utilized to determine structural integrity, the measurement of clearances, detection of physical displacement, determination of the structural adequacy of supporting elements, the soundness of connections between load carrying structural members, and tightness of bolting.
Inspection Results Identification:
NRI-No recordable Indication. The weld or component was in compliance with the inspection acceptance criteria, no cracks or deformation during inspection was discovered. No further actions required.
RI-Recordable Indication. The weld or component contained a defect such as a crack or deformation that resulted in further evaluation and disposition in the Corrective Action Program. A component with a Recordable Indication discovered in 2011 with no change in condition detected in 2013 is reported in 2013 as an RI, however, a Condition Report is not required.
Note: EWR 1716365 provides evaluation of previous operating cycle(s) to determine if plant conditions were representative of the upcoming cycle and that indications with no growth during Unit 2 16RIO are still acceptable.
