I-Document Control Desk PLA-5798 SAFEGUARDS INFORMATION The purpose of this letter is to provide an updated submittal of the PPL Susquehanna, LLC Physical Security Plan, Training and Qualification Plan, Safeguards Contingency Plan and Security and Contingency Plan for Independent Spent Fuel Storage Facility (PPL Susquehanna, LLC PSP) Revision 0 as stated in References 1, 4, 6 and 8 above.

The updated submittal to the PPL Susquehanna, LLC PSP revision 0 is included on a CD-ROM as Enclosure I to this letter. A listing of the sections that were updated is included in Attachment A of this letter.

The updated submittal incorporates the responses that had been deferred to accommodate resolution of PPL Frequently Asked Questions (FAQs) by the industry Security FAQ panel. The updated submittal also incorporates any responses in References 4, 6 or 8 that were altered as a result of final resolutions to any of the FAQs by the industry Security FAQ panel. These changes were discussed and agreed upon in an August 11, 2004 telephone conversation and in an August 16, 2004 telephone conversation with Ms. M. H.
