UNITED STATES NUCLEAR REGULATORY COMMISSION WASHINGTON, D. C. 20555

October 2, 1979

ALL POWER REACTOR LICENSEES

The NRC recently initiated a course in Radiation Safety which was presented by Oak Ridge Associated Universities (ORAU) to members of the NRC staff who may visit your facilities in the course of their duties. The purpose of the course was to train the staff members in radiation safety so that they could be certified for entry into restricted areas of NRC licensed facilities after a short site-specific indoctrination (e.g., security, emergency and safety training). This would eliminate the requirement for lengthy radiation training to those who are certified each time a site is visited. Certification in Radiation Safety required passing two examinations given by the ORAU instructors.

Mr. Roger Cloutier, ORAU Training Director, has contacted representatives of most utilities and the majority of those contacted indicated a willingness to accept this training course as an equivalent to the basic radiation safety training course presented at their facilities. In order to identify NRC staff members who have been certified by ORAU, the enclosed certification credentials are forwarded for your information. We have also enclosed the seminar outline for your information. Please advise us if you will accept this certification in lieu of your basic radiation safety course. If you will not accept this certification please state your reasons for their unacceptability.

We feel that acceptance of this program by you will be mutually beneficial by saving the staff members time and decreasing demands upon your training staff.

Sincerely,

William P. Gammill, Acting Assistant Director for Operating Reactor Projects Division of Operating Reactors Office of Nuclear Reactor Regulation
