Response to Request for Additional Information Regarding Decommissioning Funding Status Report for Fermi 1 Following Detroit Edison's submittal of the Fermi 1 funding status report under Reference 2, the NRC requested additional information as documented in Reference 3.

RAI #1:
Decommissioning Expenses Provide the amount spent on decommissioning, both cumulative and over the previous calendar year.
On March 30, 2011, Detroit Edison did not explicitly reference expense amounts, either cumulative or over the previous calendar year, for Fermi 1.
Per 10 CFR 50.75(e)(2),
the NRC reserves the right to take the following steps in order to ensure a licensee's adequate accumulation of decommissioning funds: review, as needed, the rate of accumulation of decommissioning funds.
Response
After Fermi 1 was permanently shutdown in 1972, the Power Reactor Development Company, the licensee during Fermi 1 operation, performed decommissioning to place the facility in a safe storage condition. The total cost of decommissioning through October 1975 was approximately
$7.5M.
Decommissioning activities at Fermi 1 resumed in 1997. The cost of decommissioning activities between 1997 and 2010 was approximately $60.6M, of which $5.5M was spent in 2010.
RAI #2:
Reliance upon Contracts State if the licensee is relying upon any contracts for the purpose of decommissioning funding assurance for Fermi 1. If the answer is in the affirmative, provide details.
On March 30, 2011, Detroit Edison did not provide a statement regarding reliance upon contracts.
Per 10 CFR 50.75(f)(1) the information in this report must include, at a minimum...any contracts upon which the licensee is relying under paragraph (e)(l)(v) of this section;
Response
Detroit Edison is not relying upon any contracts for the purpose of decommissioning funding assurance for Fermi 1.
