In accordance with 10 CFR 52.99(c)(1), the purpose of this letter is to notifythe Nuclear Regulatory Commission (NRC) of the completion ofVogtle Electric Generating Plant (VEGP)
Unit 3 and Unit 4 Inspections, Tests, Analyses, and Acceptance Criteria (ITAAC) Item C.2.6.09.01 [Index Number 658] for verifying the last access control point to the protectedarea is bullet-resistant. The closure process for this ITAAC is based on the guidance described in Nuclear Energy Institute (NEI) 08-01, "Industry Guideline for the ITAAC Closure Process under 10 CFR Part 52," which was endorsed by the NRC in Regulatory Guide 1.215.
This letter contains no new NRC regulatory commitments. Southern Nuclear Operating Company (SNC) requests NRC staff confirmation ofthis determination and publication ofthe required notice in the Federal Register per 10 CFR 52.99.

- 1. The external walls, doors, ceiling, and floors in the location within which the last access control function for access to the protected area is performed are bullet-resistant to at least Underwriters Laboratory BallisticStandard 752, level 4.

Type test, analysis, ora combination oftype test and analysis will be performed for the external walls, doors, ceilings, and floors in the location within which the lastaccess control function for access to the protected area is performed.
Acceotance Criteria:
The external walls, doors, ceilings, and floors inthe location within which the last access control function for access to the protected area is performed are bullet-resistant to at least Underwriters Laboratory Ballistic Standard 752, level 4.
ITAAC Determination Basis Acombination of type test and analysis was performed demonstrating thatthe external walls, doors, ceilings, andfloors in the location within which the last access control function for access tothe protected area is performed are bullet-resistant toat least Undenwriters Laboratory (UL)
Ballistic Standard 752, Level 4.
The location within which the last access control function for access to the protected area is performed is in the Personnel Access Point (Building 304). This building iscommon and applicable to both Vogtle Units 3 and 4.
Type testing was performed onthematerials used toconstruct thewalls, doors, ceilings, and windows of the bullet resistant enclosure inthe Personnel Access Point building to a level exceeding UL 752 Level 4 using guidance in Regulatory Guide 5.76 (Reference 1). The tests consisted of discharging a weapon using theappropriate caliber ammunition at a sample of the material in a controlled environment and inspecting the material to ensure protection is provided against complete penetration, passage of fragments of projectiles, orspelling (fragmentation) of the protective material tothedegree that injury would becaused toa person standing directly behind the bullet-resisting barrier.
Analyses were performed which demonstrate that theas-built concrete floor slab of thebullet resistant enclosure In the Personnel Access Point building meets the bullet resistance criteria.
The analyses verified theas-built floor attributes (e.g. floor thickness, compressive strength, and reinforcement) met orexceeded each of the key design attributes needed to prevent penetration and spallation.
The results are documented ina summary report (Reference 2) which concludes that the external walls, doors, ceilings, andfloors in the location within which the lastaccess control

ITAAC Finding Review In accordance with plant procedures for ITAAC completion, Southern Nuclear Operating Company (SNC) performed a review of all ITAAC findings pertaining to the subject ITAAC and associated corrective actions. This review found that there are no relevant ITAAC findings associated with this ITAAC. The ITAAC completion review document number is included in the Vogtle Units 3 and 4 ITAAC Completion Package for ITAAC C.2.6.09.01 (Reference 3) and available for NRC inspection.
ITAAC Completion Statement Based on the above information, SNC hereby notifies the NRC that ITAAC C.2.6.09.01 was performed forVogtle Units 3 and 4 and that the prescribed acceptance criteriaare met.
Systems, structures, and components verified as partofthis ITAAC are being maintained in theiras-designed, ITAAC compliant condition inaccordance with approved plant programs and procedures.
