Fort Calhoun LTP License Amendment Request EA.pdf Hello Staff of NSHS,
Please find attached a password-protected draft Environmental Assessment (EA) prepared by the staff of the U.S. Nuclear Regulatory Commission (NRC). The draft EA provides the NRC staffs evaluation of the potential environmental impacts of the Omaha Public Power District (OPPD) license amendment request for the Fort Calhoun Station (FCS) in Washington County, Nebraska.
On June 18, 2024, OPPD submitted a request to the NRC to amend the License Termination Plan (LTP) at the FCS, which is a single unit nuclear power plant located on the southwest bank of the Missouri River in Washington County, Nebraska approximately 19.4 miles north of Omaha, Nebraska.
The proposed amendment would alter the dose calculations for the Auxiliary Building and Containment Building, the requirements for remediation, and the survey methodologies for the final site surveys.
The site is currently being decommissioned under the DECON method, which is the immediate decontamination and dismantlement of the facility after permanent cessation of operations. The License Termination Plan for FCS was previously reviewed by the NRC with the Finding of No Significant Impact issued in the Federal Register notice on January 2, 2024 (89 FR 105).
The NRC staff have evaluated the potential impacts of the proposed action and concluded that the proposed action does not have the potential to cause effects to historic properties, assuming such properties were present. This conclusion is based on the proposed action being limited to previously disturbed material underneath two buildings at the site and that the proposed action is within the previously approved boundaries considered in the initial 2023 LTP EA (ML23333A049). Therefore, pursuant to 36 CFR 800.3(a)(1), the NRC has no further Section 106 obligations. However, the NRC staff is providing a courtesy notification for you to review the draft EA and provide comments. Please provide any comments by Thursday, September 18.
I will send the password in a separate email.
The draft EA is for review by staff of the State of Nebraska only, it should not be disclosed outside of the State of Nebraska without prior written NRC permission.
If you have any questions about this matter, please call me at the phone number below or respond to this email.
Thank you, Isaac Johnston, Ph.D.
