STATUS OF RECOMMENDATIONS: AUDIT OF THE DEFENSE NUCLEAR FACILITIES SAFETY BOARDS DRUG-FREE WORKPLACE PROGRAM (OIG-DNFSB-25-A-03)

REFERENCE:

OFFICE OF THE EXECUTIVE DIRECTOR OF OPERATIONS, MEMORANDUM DATED SEPTEMBER 5, 2025 Attached is the Office of the Inspector Generals (OIG) analysis and status of recommendations as discussed in the agencys response dated September 05, 2025.

Based on this response, recommendations 1.1-1.3 remain open and resolved. Please provide an updated status of the open, resolved recommendations by April 01, 2026.

Audit Report AUDIT OF THE DEFENSE NUCLEAR FACILITIES SAFETY BOARDS DRUG-FREE WORKPLACE PROGRAM Status of Recommendations (OIG-DNFSB-25-A-03) 2 Recommendation 1.1:

Update the agencys Drug-Free Workplace Plan to reflect current practices.

Agency Response Dated September 5, 2025:

The Defense Nuclear Facilities Safety Board (DNFSB) recognizes the importance of maintaining an up-to-date Drug-Free Workplace Program (DFWP) to ensure consistent implementation of random drug testing in accordance with federal requirements.

The DNFSB is updating its DFWP to incorporate all applicable to the Substance Abuse and Mental Health Services Administration (SAMHSA) updates and key agency changes made over the past three years. The revised plan was submitted to the Department of Health and Human Services (HHS) for review and comment in June 2025 and has since been returned. The plan is currently undergoing final revisions and will be resubmitted to HHS by the end of the fiscal year.

These updates will ensure the plan reflects current practices, aligns with Government Accountability Office Standards for Internal Control, and provides personnel with clear policies and procedures for fulfilling their assigned responsibilities under the program.

OIG Analysis:

The DNFSBs planned actions meet the recommendations intent. The OIG will close the recommendation upon verification that the DFW Plan is updated to reflect current practices. This recommendation remains open and resolved.

Audit Report AUDIT OF THE DEFENSE NUCLEAR FACILITIES SAFETY BOARDS DRUG-FREE WORKPLACE PROGRAM Status of Recommendations (OIG-DNFSB-25-A-03) 3 Recommendation 1.2:

Create supporting implementation guidance with emphasis on staff roles and responsibilities.

Agency Response Dated September 5, 2025:

DNFSB is developing an operating procedure and handbook to accompany the updated DFWP. This procedure will define the specific roles and responsibilities of staff and supervisors, thereby ensuring clear communication of expectations, consistent implementation, and alignment with the Government Accountability Offices Standards for Internal Control.

OIG Analysis:

The DNFSBs planned actions meet the recommendations intent. The OIG will close the recommendation upon verifying that the DNFSB has created supporting implementation guidance emphasizing staff roles and responsibilities. This recommendation remains open and resolved.

Audit Report AUDIT OF THE DEFENSE NUCLEAR FACILITIES SAFETY BOARDS DRUG-FREE WORKPLACE PROGRAM Status of Recommendations (OIG-DNFSB-25-A-03) 4 Recommendation 1.3:

Engage the testing contractor to improve communications with program staff and supervisors regarding random test site selections.

Agency Response Dated September 5, 2025:

To address this recommendation, the agency will work with the testing contractor to strengthen communication protocols regarding random test site selections. Specifically, the contractor will provide clearer, timely notifications and consistent instructions to both staff and supervisors to ensure understanding of testing requirements.

To reinforce these efforts, DNFSB Drug Free Workplace Program officials will:

Incorporate clarifications of staff and supervisory roles and responsibilities into program guidance.

Conduct annual staff training sessions on the Drug-Free Workplace Program to promote awareness and compliance.

Implement mandatory annual supervisory training focused on communication protocols, roles, and responsibilities related to random testing.

Conduct semi-annual reviews with the contractor to evaluate the effectiveness of communication improvements and identify areas for further enhancement.

OIG Analysis:

The DNFSBs planned actions meet the recommendations intent. The OIG will close the recommendation upon verification that the DNFSB has engaged the testing contractor to improve communications with program staff and supervisors regarding random test site selections. This recommendation remains open and resolved.
