Dear Ms. Zobler and Ms. Ezell:

I am an NYU Law Professor and academic consultant for ACUS, undertaking research (along with two NYU Law students, cc'd) for a project called Artificial Intelligence in Retrospective Review of Agency Rules. I am writing to see if you or a colleague might be available for an interview sometime in the next several weeks (and would sign up for an available slot here: Interview Slots).

By way of brief background, retrospective review is critical for keeping agency rules relevant and effective but may consume significant agency resources. The project considers how Al tools (broadly defined to include a wide range of computer-assisted technologies) can be used to facilitate agency retrospective review by identifying rules that are outdated or redundant; that contain typographical errors or inaccurate cross-references; or that might benefit from elaboration or clarification. It also considers how agencies can dlesign and use Al tools in a way that accords with requirements of the Administrative Procedure Act and other laws and promotes transparency, public participation, and accountability.

We are looking to engage a broad spectrum of agencies on how they currently engage in retrospective review as well as incorporate a diverse range of views on the subject of using Al tools: those who are skeptical of Al's use for this purpose, those who are enthusiastic about it, those who are ambivalent, and those who have not yet even thought about it. If you fall into any of these categories, we are eager to set up an interview with you (or a relevant colleague).

The information gleaned from the interview will be used in a written report that I will submit to ACUS.

In the report, I will not include (without explicit authorization) the names of any people-or titles of people-but instead will simply name the agencies that have taken part in an interview.
