SUMMARY

OF JULY 17, 2025, PRE-APPLICATION PUBLIC MEETING WITH SOUTHERN NUCLEAR OPERATING COMPANY, INC., REGARDING A PROPOSED COMBINED LICENSE AMENDMENT REQUEST FOR AN EXTENDED POWER UPRATE AND MAXIMUM EXTENDED LOAD LINE LIMIT ANALYSIS PLUS (EPID L-2025-LRM-0061)

On July 17, 2025, an Observation, pre-application public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Southern Nuclear Operating Company, Inc. (SNC, the licensee). The purpose of the meeting was for SNC to describe its plan to submit a combined license amendment request (LAR) for Edwin I. Hatch Nuclear Plant (Hatch), Units 1 and 2, which proposes an Extended Power Uprate (EPU) and Maximum Extended Load Line Limit Analysis Plus (MELLLA+). Additionally, there was also a closed portion after the public meeting, with SNC and General Electric Hitachi (GEH), to discuss SNCs plans for a replacement steam dryer (RSD) in each unit as part of this combined LAR.

The meeting was noticed on the NRC public meeting website on May 30, 2025 (ML25154A555).

The NRC staff opened the meeting with introductory remarks and an introduction of the attendees.

The SNC provided slides ahead of the meeting (ML25189A103). However, SNC made some last-minute revisions and presented updated slides (ML25218A128) at the meeting. The presentation covered topics such as (1) purpose and need for the combined LARs, (2) tentative schedules, (3) applicable precedents, (4) applicable guidance, and (5) licensing strategy for the submittal.

NRC staff questions/comments/Observations NRC staff noted that Hatch subsequent license renewal (SLR) application was submitted on May 15, 2025, and that the proposed EPU increase of 5.6% has not been included in any of the Time-Limited Aging Analyses. The licensee stated that SNC would submit revisions to each of the SLR aging analyses as part of the EPU LAR submittal.

NRC staff enquired whether any plant changes will be performed to the Unit 2 feedwater nozzles which have low ASME Section III cumulative usage factor (CUF) margin based on prior EPU reviews. The licensee stated that they are aware of the low CUF margin condition and will consider it within the context of their EPU reviews.

The NRC asked if any digital modifications are planned as part of the proposed EPU.

The licensee stated that there are planned modifications to the GE Nuclear Measurement Analysis and Control (NUMAC) power range neutron monitoring (PRNM) that will likely include some upgrades in modules. The licensee stated that SNC expects to complete these modifications under Title 10 of the Code of Federal Regulations Part 50.59.

The NRC asked if the proposed power uprate will address any unit-specific design and licensing features and noted that Hatch, Unit 1, is a pre-General Design Criteria (GDC) plant and Unit 2 is a GDC plant. The NRC noted that Unit 2 had recirculation piping replaced in 1984 and Unit 1 had not. The licensee stated that any important characteristics applicable to the power uprate would be considered.

Regarding the schedule, the NRC staff noted that the power uprate would likely necessitate a revision to the spent fuel pool criticality analyses and suggested it be submitted 6-8 months ahead of the power uprate request. The licensee stated that the schedule provided in the SNC slides is based on their current best estimates and may change.

Public Comments There were no comments/questions from the public during this meeting.

Closing The NRC staff made no regulatory decisions during the meeting.
