CERTIFICATE OF APPROVAL NUMBER J/2026/AF-96, REVISION 1, FOR THE MODEL MX-6 PACKAGE - REVALIDATION RECOMMENDATION
Dear Mr. Boyle:
By letter dated August 21, 2024 (Agencywide Documents Access and Management System
[ADAMS] Accession No. ML24236A212), as supplemented by its January 16, 2025, response (ML25035A055) to the U.S. Nuclear Regulatory Commission (NRC) staffs December 16, 2024, request for additional information (RAI) (ML24344A164), the U.S. Department of Transportation (DOT) requested that the NRC staff perform a review of the Japanese Certificate of Competent Authority J/2026/AF-96, Revision 1, dated July 19, 2024, for the MX-6 transport package, and make a recommendation concerning the revalidation of the package for import and export use against the requirements found in International Atomic Energy Agency Safety Standard Series No. 6, Regulations for the Safe Transport of Radioactive Material, 2018 Edition.
in its letter dated August 21, 2024, the DOT provided the following documents for NRCs revalidation review:
Orano TN Letter to DOT, dated August 16, 2024 Application for Competent Authority Certification for Revalidation of J/2026/AF-96 Japanese Competent Authority Certificate of Approval No. J/2026/AF-96, Revision 1 MX-6 Safety Analysis Report (SAR)
Comparison of SARs among MX-6 FFR [Fresh Fuel Recovery] series packages MX-6 Design Approval Application Based on the NRCs review of the statements and representations contained in the documents listed above, as supplemented, and for the reasons stated in the enclosed safety evaluation report, the NRC recommends revalidation of Japanese Certificate of Competent Authority J/2036/AF-96, Revision 1, for the MX-6 transport package with the following additional condition:
The U.S. revalidation term is limited to 5 years.
Upon removal of enclosure 2, this document and enclosure 1 are decontrolled.
