Upon receipt of your request on November 22, 2024, our office reached out to you to clarify certain aspects of your request.
First, we let you know that the NRC maintains emails only for a seven year period, so you agreed to narrow the time frame of your request to start at whatever day in 2017 that NRC still maintained the requested records on its servers. Second, we asked that you provide us the domain and/or email address from which the requested records would be sent; based on your experience with requests you have submitted to other agencies, you stated that you expected the domain to be "bulletinintelligence.com" and the sender to be something like "nuclear@bulletinintelligence.com" or "nrc@bulletinintelligence.com." Based on these clarifications, we tasked the IT Services Development and Operations Division (SDOD) to undertake a search.
Please note the following: The contract between the NRC and Cision ended in 2019. For the 2017-August 2019 time period, each record consists of the email transmittal, news summary, and news clip. But, starting in September 2019, each record consists of the email transmittal and news summary only. In addition, each record contained both Word and Adobe versions of the attachments; to reduce duplication (as you expressed interest in receiving a daily bulletin only once), we have included only a single copy of each news summary and news clip. Finally, we have confirmed with SDOD staff that they did not find records for the business days in the relevant time period for which there is no record being released to you, particularly during the early months of 2018. It appears that the number of staff who received these bulletins changed over time, with fewer receiving them in the earlier months of the time period. Also, please bear in mind that, if recipients of these bulletins deleted them promptly, they would not have been retained on the NRC's servers by the time the search for records was conducted.
Due to the copyright protection reflected on these records, we consulted with Cision, which deferred to the NRC as to the decision to release the records. We have now completed our processing of your request. We are releasing in their entirety each record that was located.
