RESEARCH INFORMATION LETTER (RIL 2025-01) THE INTEGRATED HUMAN EVENT ANALYSIS SYSTEM - HUMAN RELIABILITY DATABASE (IDHEAS-DATA)

Enclosed for your information and use is the Regulatory Information Letter, The Integrated Human Event Analysis System - Human Reliability Database (IDHEAS-DATA). This report was developed by the staff in the Office of Nuclear Regulatory Research. The staff developed the Integrated Human Event Analysis System for Event and Condition Analysis (IDHEAS-ECA) to address staff requirements memorandum (SRM) M061020 on proposing human reliability analysis (HRA) models and guidance for the NRC to use. The calculation of human error probabilities in IDHEAS-ECA is based on human performance data. The staff established a human reliability database, referred to as The Integrated Human Event Analysis System -

Human Reliability Database (IDHEAS-DATA), in which human performance and error data are identified through extensive data collection. This report documents the structure and data of IDHEAS-DATA.

SRM-090204B directed the staff to develop human reliability data basis to support HRA method improvement. The staff had collected human reliability data for over a decade. The data were from various sources, including operator simulator training, simulator studies of nuclear power plant operation, and studies of human reliability and human performance in non-nuclear domains. The staff developed the human reliability database to generate and document the data of various sources in different formats into the common structure of IDHEAS-DATA. Therefore, IDHEAS-DATA directly supports the human error probability quantification of IDHEAS-ECA method. The data generalization process and the database together provide a sound scientific foundation for HRA. They allow for the inclusion of new HRA data for continuous improvement of HRA methods.
