SUMMARY
OF NOVEMBER 19, 2024, PUBLIC TELECONFERENCE WITH TENNESSEE VALLEY AUTHORITY TO DISCUSS A PROPOSED ALTERNATIVE REQUEST REGARDING EXTENSION OF THE CONTAINMENT INSERVICE INSPECTION INTERVAL (EPID L-2024-LRM-0134)
On November 19, 2024, the U.S. Nuclear Regulatory Commission (NRC) staff held a public meeting via teleconference with representatives of the Tennessee Valley Authority (TVA) to discuss a proposed alternative request for Watts Bar Nuclear Plant (Watts Bar), Unit 2. The meeting notice and agenda for this meeting, dated November 7, 2024, are available at Agencywide Documents Access and Management System (ADAMS) Accession No. ML24312A370. TVA stated that it plans to submit an alternative request for Watts Bar, Unit 2, that would request an extension to the current end date of the containment inservice inspection (CISI) interval, which is currently scheduled to end on October 19, 2026, and allow the continued use of the 2013 Edition of the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code (Code). TVA explained that the reason for the request would be to align the Watts Bar, Unit 2, CISI interval with the other six TVA units whose CISI intervals are currently scheduled to end on September 8, 2028. Therefore, the proposed extension to the Watts Bar, Unit 2, interval would be approximately 23 months. TVA explained that compliance with the regulation at Section 50.55a(g)(4)(ii) of Title 10 of the Code of Federal Regulations would require Watts Bar, Unit 2, to use a different edition of ASME Code than that of the rest of the TVA fleet. TVA stated that subsequent CISI intervals will comply with the applicable requirements of ASME Section XI, as set forth in 10 CFR 50.55a.
TVA explained that Watts Bar, Unit 2, will have two refueling outages during the period from October 18, 2026, and September 8, 2028. To ensure that there is no gap of examinations during the extension, TVA plans to revise the Watts Bar, Unit 2, CISI Program schedule to perform the periodically required examinations for examination categories EA, Items E1.11, E1.31, and E1.32, E-G, Item E8.10, and E-C, Items E4.11 and E4.12. However, TVA noted that currently, Watts Bar, Unit 2, does not have any Category E-C components, but will examine any items added to that category during one of the two outages.
The NRC staff noted that the examination categories listed on Slide 8 are for ASME Section XI, IWE examinations, and asked TVA which CISI examinations it will perform. TVA stated that CISI examinations are limited to IWE examinations since the ASME Section XI, IWL examinations are not applicable to Watts Bar, Unit 2. The NRC staff also questioned the difference between examination Category E-C, Items E1.30, which is not listed on Slide 8, and E1.31, which is listed. TVA stated that there was an item name change for Item E1.30 in the 2017 Edition of the ASME Code (and going forward). Therefore, to make matters simple (for future intervals, it used the terminology from the 2017 Edition rather than the current Code of record.
The NRC staff also noted that inspections are performed on a per period basis and asked TVA how many periods will Watts Bar, Unit 2, experience during the proposed extension. TVA indicated that Unit 2 will essentially experience one period during which time the unit will have two planned refueling outages. The staff also asked how TVAs Appendix J testing program lines up with the CISI program. TVA stated that it does not believe the Appendix J testing program will be affected by the requested change. The NRC staff asked if any other ASME Section XI programs (i.e., IWB, IWC, IWD, and IWF) will be affected. TVA explained that it separates the CISI program (i.e., ASME Section XI, IWE) from its other ASME Section XI testing and inspection programs, so there will be no impact.
TVA plans to submit the alternative request in early December.
