SUMMARY
OF AUGUST 19, 2024, MEETING WITH TENNESSEE VALLEY AUTHORITY REGARDING A PROPOSED SUPPLEMENT TO THE TENNESSEE VALLEY AUTHORITY NUCLEAR QUALITY ASSURANCE PLAN (EPID L-2024-LLQ-0000)
On August 19, 2024, the U.S. Nuclear Regulatory Commission (NRC) staff conducted an observation meeting with representatives of the Tennessee Valley Authority (TVA). The meeting notice and agenda, dated August 5, 2024, are available at Agencywide Documents Access and Management System (ADAMS) Accession No. ML24219A038. By letter dated April 1, 2024 (ML24093A047), TVA submitted a request to the NRC to convert the format of its Quality Assurance Program Description (QAPD) for the current operating fleet (i.e., TVA NQA-PLN89-A, Revision 43, Quality Assurance Program Description for TVA Nuclear) to American Society of Mechanical Engineers (ASME) NQA-1-2015, Quality Assurance Requirements for Nuclear Facility Applications. During the NRC staffs review, the staff identified apparent discrepancies in statements between the TVA fleet QAPD and the QAPD for TVA New Nuclear (i.e., NNP-TR-001-NP, Revision 2, Quality Assurance Program Description for Tennessee Valley Authority New Nuclear (ML24037A144)).
On July 10, 2024, the NRC staff conducted an observation meeting with representatives of TVA to discuss questions the NRC staff had regarding the scope of the TVA fleet QAPD and the scope of the TVA New Nuclear QAPD. A summary of that meeting, including the NRC staffs questions can be found at ADAMS Accession No. ML24221A013. TVA requested a subsequent meeting to discuss its proposed supplement to the TVA Fleet QAPD request to address the timing aspects of which QAPD would govern New Nuclear Program and New Nuclear Project activities.
TVA began its presentation by addressing the NRC staffs question (question 2) regarding the phrase and operation of nuclear plant(s) at multiple sites in both QAPDs. TVA stated that the Fleet QAPD has always applied to any licensed plant that TVA operates. The NRC staff asked TVA to clarify which QAPD (TVA Fleet or TVA New Nuclear) would govern the operation phase of a plant. TVA referred the NRC staff to the second bullet on slide 5, which states that the new nuclear projects and program work for siting, site-selection, design, licensing, planning, construction, and operation of new TVA nuclear plants (including the Clinch River (CRN) Small Modular Reactor (SMR) Project after issuance of the Construction Permit) are addressed under the TVA New Nuclear QAPD. TVA added that the New Nuclear QAPD will cover new nuclear projects, but the applications will specify which QAPD governs.
Regarding the NRC staffs questions 1 and 3, TVA referred the NRC staff to the third bullet on slide 5, which states that TVA plans to revise the attachments to the enclosure to its submittal to clarify the Scope/Applicability of the Fleet QAPD to include the statement about quality-related activities and which QAPD governs them. The NRC staff questioned if all development work for CRN is performed under the Fleet QAPD. TVA responded affirmatively and elaborated by saying the transition point to the New Nuclear QAPD is when the construction permit application is approved. The NRC staff noted that the Executive Summary in the New Nuclear QAPD excludes CNR SMR while under an early site permit (ESP), and questioned what activities the Fleet QAPD would apply to while performing work under an approved CRN ESP. TVA repeated that it will clarify the Scope/Applicability regarding new nuclear projects and programs.
The NRC staff noted that in Revision 43 to the Fleet QAPD, under item 5, New Nuclear Program, (page 15) it states that the management position responsible for the New Nuclear Program interfaces with the management position responsible for TVAs New Nuclear plants for project-related advanced nuclear technology development, licensing, supply chain, and safety during the design phase, and for corporate support during construction and operations in fulfillment of their responsibilities. The staff asked if TVA performed an extent of condition review regarding the proposed clarification to ensure that the scope of activities governed by the TVA Fleet QAPD is clearly described in the supplemental submittal. Further, the NRC staff also asked TVA to clarify the annual functional area evaluations requirements in Part II, Section 18.2, Item D.1 with respect to whether there will be an evaluation performed 36 months following the last audit. TVA clarified that yes, an annual evaluation will be performed 36 months following the last audit.
TVA plans to submit a supplement to its submittal in the September timeframe.
