SEABROOK STATION, UNIT NO. 1 - CORRECTION TO AMENDMENT NO. 174 TO UPDATE THE PERIOD OF APPLICABILITY (POA) FOR THE PRESSURE-TEMPERATURE LIMITS (PTL) AND LOW TEMPERATURE OVERPRESSURE PROTECTION (LTOP) CURVES (EPID L-2023-LLA-0041)

Dear Bob Coffey:

The U.S. Nuclear Regulatory Commission (NRC) staff has identified an error on the attachment issued in Amendment No. 174 (Agencywide Documents Access and Management System Accession No. ML24046A051) to Renewed Facility Operating License No. NPF-86 for the Seabrook Station, Unit No. 1. The NRC staff is issuing this letter to correct the error per the guidance in the NRC memorandums dated January 16, 1997 (ML103260096), which is derived from the Staff Requirements Memorandum (SRM, ML003754054) for SECY-96-238 (ML20134M324).

In the application dated May 11, 2023 (ML23131A115), which superseded the original application dated March 15, 2023 (ML23074A176), the licensee requested to modify two index pages (pages v and vi) in error. By letter dated June 17, 2013 (ML13074A760), the NRC approved Amendment No. 137 for Seabrook which removed the index pages from the technical specifications (TSs) and allows the licensee to maintain and revise the index pages per the Administrative Controls portion of the TSs. In error, the attachment to Amendment No. 174 issued by the NRC contained directions to replace index pages v and vi, including providing new pages. To correct the error, the NRC is re-issuing the attachment to the amendment and removing index pages v and vi from the list of pages to be replaced.

The NRC staff determined that these administrative corrections do not change any of the NRC staffs conclusions in its safety evaluation regarding the acceptability of the changes approved in Amendment No. 174 (the safety evaluation did not address the index page numbers or page format), nor do the corrections affect the applicable no significant hazards considerations published in the Federal Register on July 11, 2023 (88 FR 44162). Accordingly, the enclosure to this letter has a copy of the revised and corrected Seabrook attachment pages.
