HI-STORM 100 Multipurpose Canister Storage System Amendment 19 Request

Dear Mr. White:

Holtec International herein submits a request to amend Certificate of Compliance (CoC) 72-1014 for the HI-STORM 100 Multipurpose Canister Storage System. The proposed change is to update the Acceptance Criteria and Method of Evaluation (MOE) for the HI-STORM 100 tipover accident described in the FSAR for equipment combinations involving MPCs with Metamic-HT baskets.

Several related minor/editorial changes are also proposed.

A summary of the proposed changes (SOPC), with more detailed description of the change, reason for the change and justification for the change, is provided in Attachment 1. Attachment 2 contains proposed changes for the CoC Appendix D. Attachments 3 and 4 provide proposed changes to the HI-STORM 100 FSAR for both proprietary and non-proprietary versions, respectively. contains a related change to a licensing drawing. All proposed changes m Attachments 2 through 5 are provided in mark-up format to facilitate the Staffs review.

Attachments 6 through 8 contain supporting proprietary documents.

Since some attachments to this letter contain Holtec proprietary information, an affidavit requesting this information be withheld in accordance with 1 0CFR2.390 is included as Attachment
