License Nos.24-232 RO 50-280/281 DPR-32/37 INSERVICE TESTING (1ST) PROGRAM FOR PUMPS AND VALVES REVISED SIXTH 1ST INTERVAL START DATE AND UPDATED TECHNICAL SPECIFICATIONS REFERENCES FOR ALTERNATIVE REQUEST V-1 By letter dated October 12, 2023 [Agencywide Documents Access and Management System (ADAMS) Accession No. ML23285A092], Virginia Electric and Power Company (Dominion Energy Virginia) submitted its proposed relief and alternative requests for pumps and valves included in the Surry Power Station (SPS) Units 1 and 2 lnservice Testing (1ST) Program for the sixth 1ST interval. The submittal also stated that the sixth 1ST interval would start on August 10, 2024 for both units. Subsequent to that submittal, Dominion Energy Virginia has identified the need to: 1) delay the start date of the sixth 1ST interval program to a later date, and 2) update a superseded TS reference in Alternative Request (AR) V-1. Both of these changes are discussed below.

Revised Sixth 1ST Interval Start Date The start date for the sixth 1ST interval for SPS Units 1 and 2 provided in the October 12, 2023 submittal is August 10, 2024. However, due to staff resource losses that are affecting the completion of changes to a significant number of station procedures, implementation on August 10, 2024 is no longer achievable. Consequently, a new start date of May 10, 2025 has been established for the sixth 1ST interval for SPS Units 1 and 2 to allow sufficient time for the preparation and implementation of the necessary program documents. The revised start date remains within the one year grace period allowed by paragraph ISTA-3120(d) of the 2004 through 2006 Addenda of the ASME OM Code.

It should be noted that Relief Requests P3 and P4, which were included in the sixth 1ST interval program submittal, were recently approved by the NRG in a letter dated June 18, 2024 (ADAMS Accession No. ML24166A062). The NRC approval letter noted the SPS Units 1 and 2 sixth 1ST interval was scheduled to begin August 10, 2024. As a result of the revised interval start date, these two relief requests will now be applicable on May 10, 2025 to coincide with revised interval start date.

Serial No.24-232 Docket Nos. 50-280/281 Page 2 of 3 Updated Technical Specifications (TS) References in 1ST Alternative Request V-1 Alternative Request (AR) V-1 was submitted in the October 12, 2023 letter and is associated with the mechanical agitation of Safety Injection pressure isolation valves (PIVs) to promote seating of the valve disc in support of PIV leakage testing.

In Section 4 of 1ST AR V-1, Reason for the Request, TS 3.1.C.5.a was referenced since it specifies PIV maximum allowable leakage values. However, subsequent to the date of the submittal, SPS Units 1 and 2 TS amendments 311 and 311 were issued to incorporate revised RCS leakage requirements into TS 3.1.C, "RCS Operational LEAKAGE," which were implemented in accordance with TS Task Force (TSTF) Traveler 544, "Revise Reactor Coolant Leakage Requirements." As a result of that change, the numbering of the TS 3.1.C requirements was revised.

Specifically, TS 3.1.C.5.a and b were renumbered as TS 3.1.C.6.a and b. Therefore, the TS references to TS 3.1.C.5.a and b in Alternative Request V-1 are hereby revised to TS 3.1.C.6.a and b, respectively.
