U.S. NUCLEAR REGULATORY COMMISSION LESSONS LEARNED FOR THE REVIEW OF FRAMATOME TOPICAL REPORT, ANP-10339P, REVISION 0, ARITA - ARTEMIS/RELAP INTEGRATED TRANSIENT ANALYSIS METHODOLOGY (EPID L-2023-PPM-0003)

The purpose of this memorandum is to provide you with the Lessons Learned findings for the U.S. Nuclear Regulatory Commission (NRC) staffs review of Topical Report (TR) ANP-10339P, Revision 0, ARITA - ARTEMIS/RELAP Integrated Transient Analysis Methodology (ARITA) submitted by Framatome, INC (Framatome).

In October 2023, the NRC staff issued a final safety evaluation (Agencywide Documents Access and Management System (ADAMS) Accession No. ML23233A151) for its review of TR ANP-10339P, Revision 0, that was initially submitted in August 2018 (ADAMS Accession No. ML18242A443) and supplemented on March 14, 2019 (ADAMS Accession No. ML19078A260). In 2023, the NRC and Framatome recognized that there were lessons learned and best practices that could be applied to TR reviews based on the length of the ARITA review and potential communication gaps during the review. As such, the Office of Nuclear Reactor Regulation (NRR) staff took the task of assessing the ARITA review against guidance in LIC-500, Topical Report Process. The overall goal of this assessment is to identify areas for improvement and to enhance the efficiency and effectiveness of future complex TR reviews.

On January 24, 2024, the review team presented, to the NRR Executive Team, the ARITA Lessons Learned (ADAMS Accession No. ML24047A185). Framatome also provided lessons learned recommendations (ADAMS Accession No. ML24018A184) for the NRC staff to CONTACT: Ngola Otto, NRR/DORL (301) 415-6695

consider, as discussed at a public meeting held on December 14, 2023 (ADAMS Accession No. ML23353A207). The NRC staffs responses to Framatomes recommendations can be found in ADAMS at Accession No. ML24054A400.

Overall, the NRC staff determined that the key lessons learned were associated with adherence to the existing process in the LIC-500 guidance, the need for improved planning of complex reviews, the importance of timely resolution of technical issues, and formal documentation and frequent communication of schedule changes. The NRC staff is also considering updates for LIC-500, including clarification on (1) how to efficiently manage development of non-prop version of SE, and (2) earlier communication with applicants on need for additional limitations and conditions.
